Voting on Front Lines: Ukraine’s Election and War with Russia
At the height of the conflict in 2014, the people of Mariupol, Ukraine, feared their city would be the next to fall to Russian-backed rebel forces.
The threat of annexation by Moscow has subsided for now. But the front line lies just six kilometers (3.7 miles) to the east — and the conflict continues to have a big impact on everyday life in the city.
Moscow’s detention of two dozen Ukrainian sailors seized in a naval clash just offshore in November underlines the continued threat.
Faced with such challenges, how do the people of Mariupol view Sunday’s presidential election? And who holds the key to ending the conflict? Amid the election campaigns, frustration and exhaustion are palpable.
“I like any of the candidates, but not the one who is in power now. We need more authority for us to have peace, for our economy to grow, for us to be prosperous,” Mariupol resident Tatyana told VOA.
Aleksandr Sidorov, a soldier on leave from the front line, believes the next president can do little about the war with Russia. He’s focused on domestic issues.
“The main issue for me is for all the corrupt people to be imprisoned,” he said.
Young mother Alina Arabadzhi plans to vote for comedian-turned-presidential candidate Volodymyr Zelensky.
“Why Zelensky? Because it is a new face. Because he has no vested interests. He hasn’t been in politics a single day,” she said.

The war is having a huge effect on the local economy. Mariupol used to be an export hub for the Donbas region, Ukraine’s former industrial powerhouse. Most of that region is now controlled by Russian-backed separatists and has been all but cut off.
Two giant steel plants still dominate Mariupol’s skyline, bringing prosperity but also choking pollution. The products are shipped around the world from the nearby port. However, since its forceful seizure of Crimea in 2014, Russia controls shipping access to the Sea of Azov via the Kerch Strait — effectively giving it a stranglehold on a key artery of Mariupol’s economy.
The director of the port, Aleksandr Aleksandrovich, said he is losing over $7.5 million a year in business.
“Starting in April 2018, Russia started to search all the ships which enter the Azov Sea to reach Ukrainian ports. Then after loading, they check them again when they return back to the Black Sea. The waiting time, the route time, has increased, and it’s had a great financial impact on our export clients,” Aleksandrovich told VOA.
Amid the upheaval, there has been progress in some areas. The organization, Halabuda, began as a group of volunteers taking supplies to soldiers on the front line. It has now morphed into an advice group for residents and businesses.
“A question that concerns every single citizen of Ukraine is corruption. Compared to the corruption in law enforcement that we had five years ago, now after the reforms, we nearly eradicated corruption at the level of the traffic police,” said Halabuda founder Dmitry Chichera.
Corruption and conflict: generational challenges with no easy answers. The people of Mariupol are desperate for change and for the war to end. They know that whoever becomes president, the threat from the east is unlikely to end anytime soon.

UN Orders Members to Crack Down on Terrorist Financing
The U.N. Security Council Thursday unanimously passed the first-ever resolution ordering members to enforce laws against terror financing.
Experts believe as many as two-thirds of U.N. members are not adequately prosecuting those who aid terrorists in acquiring money.
Thursday’s resolution demands all states “ensure that their domestic laws and regulations establish serious criminal offenses” to collect funds or financial resources to terrorist groups or individual criminals.
It also calls on members to create financial intelligence units.
Nations that fail to carry out the resolution would face U.N. sanctions.
U.N. counterterrorism chief Vladimir Voronkov said the resolution comes at a “critical time,” saying terrorists have gotten their hands on cash through both illegal and legal channels, including drug trafficking, the construction trade and used car sales.
The U.N. resolution would also urge members to stop paying ransom to kidnappers, saying such payments have become a major source of financing for Islamic State and others.

Журналісти оприлюднили аудіозаписи телефонних розмов, у яких нині розшукуваний екс-голова правління ПрАТ «ХК «Енергомережа» Дмитро Крючков спілкується із другом та бізнес-партнером Петра Порошенка Ігорем Кононенком, бізнесменами братами Григорієм та Ігорем Суркісами, а також народним депутатом від «Народного фронту» Ігорем Котвіцьким та іншими посадовими особами.
Ці записи були верифіковані за допомогою західної експертизи, проведеної на прохання журналістів «Схем» спеціалістами Національного центру медіа-експертиз Університету Колорадо в Денвері, який співпрацює з урядом США.
Журналісти проаналізували телефоні розмови, співставивши з відкритими даними, документами та реальними подіями, які стосуються періоду весни-літа 2015 року. Під час спілкування фігуранти обговорюють у тому числі незаконні способи отримання та збереження контролю над обласними енергопостачальними компаніями «Запоріжжяобленерго», «Черкасиобленерго» та «Харківобленерго», контрольні пакети акцій в яких належать державі в особі Фонду державного майна України. Також багато розмов стосуються розподілу між учасниками схеми значних сум готівкою.
Зокрема, розмова Дмитра Крючкова з народним депутатом Ігорем Котвіцьким, наведена у розслідуванні, свідчить, що президент Петро Порошенко був обізнаний із ситуацією з розкраданням коштів і «дав добро».
«У п’ятницю ввечері були у П. Дав добро. Особисто», – повідомляє Крючков Котвіцькому і додає: «І контактна особа буде Ігор Кононенко».
В іншій розмові Дмитро Крючков повідомляє Григорію Суркісу, що поїде до «Ігоря Віталійовича» зі звітом «за минулий місяць», і відвезе «те, що йому належне».
«Йому 430. 430 там з хвостиком», – звітує він.
Журналісти також оприлюднили аудіозаписи розмов Дмитра Крючкова із самим Ігорем Кононенком. Соратник президента Ігор Кононенко просить у Дмитра звіти щодо його діяльності,дає вказівки та настанови і просить відзвітуватись перед Дмитром Вовком – на той час головою Нацкомісії, що здійснює державне регулювання у сферах енергетики та комунальних послуг (НКРЕ), колишнім менеджером корпорації «Рошен» Петра Порошенка.
«Заїдь в НКРЕ до Вовка, покажи всі ці документи», – каже Кононенко Крючкову.
Схема працювала завдяки злагодженій роботі або мовчазній згоді бізнесменів, депутатів, голів обласних адміністрацій, Фонду держмайна України, Національної комісії, що здійснює державне регулювання у сферах енергетики та комунальних послуг.
Основна схема заробітку полягала в тому, що кілька напівдержавних обленерго погодилися, щоб великі місцеві промислові підприємства платили за вже поставлену електроенергію не їм напряму, а приватній компанії «ХК «Енергомережа», головою правління якої був бізнесмен Дмитро Крючков. Ця фірма, в свою чергу, потім обіцяла віддати гроші постачальнику – обленерго. На тристоронні договори пішли такі великі заводи, як «Запорізький титано-магнієвий комбінат», «Дніпроспецсталь», та «Запорізький завод феросплавів». Однак обленерго гроші від фірми Крючкова потім так і не отримували.
Національне антикорупційне бюро України (НАБУ) проводить досудове розслідування кримінальних правопорушень, з яких вбачається, що Дмитро Крючков та інші особи заподіяли збитків державним обленерго на загальну суму понад 1,4 мільярда гривень.
«Про тіньовий вплив Кононенка на рішення в цій галузі протягом останніх років говорили багато – але докази були лише опосередковані, адже бракувало прямих підтверджень його власної корупційної вигоди з афер і схем в енергетиці.Завдяки отриманим телефонним розмовам вдалося розкрити одну з найбільших афер в енергетиці часів президентства Порошенка, а також встановити ту роль, яку відіграв у ній Ігор Кононенко», – йдеться в матеріалі.
«Схеми» звернулись до всіх фігурантів телефонних розмов, частина із них вирішила відмовчатись, частина спростувала свої зв’язки із Дмитром Крючковим. Зокрема, президент Петро Порошенко та брати Суркіси не відповіли на запит «Схем».
Журналісти також декілька разів приїжджали у офіс народного депутата Ігоря Кононенка, оскільки він не відповідав на дзвінки з проханням про коментар та повідомлення з вичерпним список запитань. Перед ефіром він надіслав в редакцію лист, пообіцявши інтерв’ю лише після виходу розслідування.
Сам Дмитро Крючков наразі перебуває у в’язниці у Німеччині, чекаючи екстрадиції до України за запитом НАБУ. На запит редакції він передав свої письмові відповіді, у яких розповів, що Кононенко виконував ту частину домовленостей, яка була зоною відповідальності сторони Порошенко – Кононенко. «Домовленості були з ними як щодо «Енергомережі», так і Харків-, Миколаїв-, Запоріжжя-, Черкаси-, Хмельницькобленерго, Центренерго, ОПЗ, Одеської, Миколаївської та інших ТЕЦ і компаній, – зазначено у листі. – Фінансові відносини, звісно, були. Вони, згідно з домовленостями, отримали від 50% до 75% доходів від бізнесу, який був предметом домовленостей».
Дмитро Крючков – колишній народний депутат. З 2006-го півтора року був у фракції Блоку Юлії Тимошенко. Працював у комітеті з питань паливно-енергетичного комплексу. У рік Революції Гідності – 2014-му – став керівником приватної компанії «ХК «Енергомережа». Саме ця компанія вже за рік взяла під контроль роботу кількох обленерго, контрольний пакет акцій яких належить державі.

Judge Sets April Sentencing in Russian Secret Agent Case
A Russian gun-rights activist will be sentenced next month after admitting she was a secret agent for the Kremlin who tried to infiltrate conservative U.S. political groups as Donald Trump rose to power.
Maria Butina appeared briefly Thursday in federal court in Washington and U.S. District Judge Tanya Chutkan set Butina’s sentencing for April 26.
Butina, who wore a green jail uniform with her hair pulled back in a long ponytail, did not speak during the court hearing.
In December, she pleaded guilty to a single charge of conspiracy to act as an unregistered foreign agent and agreed to cooperate with investigators as part of a plea deal with federal prosecutors.
Butina admitted that she and former Russian lawmaker Alexander Torshin used their contacts in the National Rifle Association to pursue back channels to American conservatives during the 2016 campaign, when Trump, a Republican, defeated Democrat Hillary Clinton.
The charges against Butina were brought by federal prosecutors in Washington, D.C., and her case is unrelated to special counsel Robert Mueller’s investigation into Russian interference in the 2016 election.
Mueller concluded his investigation and turned over his report to Attorney General William Barr last week. In a four-page letter to Congress, Barr said the special counsel did not find that Trump’s campaign “conspired or coordinated” with the Russian government to influence the 2016 presidential election. Mueller reached no conclusion on whether Trump obstructed the federal investigation, but the attorney general said there was insufficient evidence Trump obstructed justice by trying to interfere with Mueller’s probe.
Butina faces a maximum sentence of five years in prison, though her lawyers have previously noted that federal sentencing guidelines recommend no time to six months. She has been jailed since her arrest in July.

Tossing Coins on Brexit: 2nd Referendum, General Election?
Britons desperately wanting some clarity in the country’s interminable Brexit saga were disappointed Wednesday when lawmakers plunged the country’s proposed exit from the European Union, after half-a-century of membership, into further disarray, failing to find a majority for any way forward after a series of so-called indicative votes.
The hope had been a majority might emerge from the eight different options they voted on, which included staying in the EU, leaving with no withdrawal agreement, remaining in the bloc’s customs union and/or single market or holding a second Brexit referendum.
“Parliament Finally Has Its Say: No. No. No. No. No. No. No. No.” Britain’s Guardian newspaper announced on its front-page Thursday.
“In summary: the Commons has now overwhelmingly rejected every single type of Brexit, and no Brexit,” tweeted Michel Deacon, the Daily Telegraph’s parliamentary sketch-writer. The option of leaving without a deal was defeated by a huge margin. So, too, was a motion that would see Brexit cancelled altogether.
It wasn’t what the organizers of the indicative votes in the House of Commons had hoped would be the upshot. Backed by the opposition parties and pro-EU Conservative rebels they seized control of the parliamentary agenda from the government, the first time in 140 years that Downing Street hasn’t called the shots on what can be debated and when on the floor of the House of Commons.
“This is going well. Putting the Commons in charge was clearly a brilliant idea,” tweeted Andrew Neil, the arch-Brexiter presenter of a BBC politics show. The EU’s chief executive Jean-Claude Juncker said Britain’s intentions had become more mysterious than those of the mythological sphinxes guarding ancient tombs.
More confusion
To add to the confusion in London, just before the indicative voting, an exhausted Prime Minister Theresa May told her Conservative lawmakers she would relinquish the party leadership and resign as prime minister, but only if her contentious Brexit withdrawal agreement, which parliament has twice rejected, is passed.
May’s announcement was a last-ditch bid to persuade Conservative Brexiters to back her withdrawal agreement, a deal they disapprove of because it would keep Britain closely aligned with the European Union and obedient to its rules while a longer-term trade relationship is negotiated.
A hardcore of Conservative Eurosceptics and ten lawmakers from Northern Ireland’s Democratic Unionist Party, who May has to rely on because her government is a minority one, have adamantly refused to back her deal. They say the plan poses a risk to the integrity of the union of the United Kingdom. The DUP believes if it took effect, it would cause trade differences between Northern Ireland and Great Britain, and create in effect a “border down the Irish Sea.”
There were no signs Thursday that May will be able to persuade enough holdouts to vote for her deal, if it is put before the Commons for a third time, leaving Britain on course to crash out of the EU without a deal on April 12, unless the British government requests, for the second time, a Brexit postponement.
EU negotiators have indicated they might be open to another delay, but only if it is a lengthy one of a year or more.
It remains unclear how the political deadlock in London can be broken. The idea of leaving without a transition deal has strong opposition in the Commons and would likely be blocked by a majority of lawmakers.
Frustration on EU side
EU negotiators, out of exasperation, could decide to raise the stakes and decline another Brexit postponement, hoping to force the Commons to stop Brexit altogether, say some analysts. But it is unlikely they would risk such a high stakes gamble, fearing that might push Britain into crashing out by accident as much as by design.
European Council President, Donald Tusk, said last week in Brussels that the European Union will work with Britain for as long as it takes and on Wednesday he urged European lawmakers to be open to a long delay in Britain’s departure.
That leaves Britain trapped — paralyzed by a deadlocked House of Commons, itself a reflection of a country split down the middle over staying a member of the EU or quitting. With all avenues seemingly leading to dead-ends, there is more talk now in the British parliament of the need to hold an general election, hoping that returns a parliament that is not so undecided.
Behind-the-scenes Cabinet ministers and Conservative party officials are war-gaming calling an election three years ahead of schedule. David Davies, a pro-Brexit Conservative MP who quit as Brexit minister, says “a general election is a lot more likely now.” He added: “I don’t say it’s going to happen, but clearly if a government can’t get through on the one issue which we were really elected to deal with at the last election it puts us all in a very difficult situation.”
The problem in calling a snap election is the British public doesn’t want another one so soon after the Conservatives called another early poll two years ago, according to opinion surveys, with just 12 percent backing the idea.
The other problem for the Conservatives is that they would be fighting an election with a leader who has announced she intends to step down soon and heading a party that’s even more deeply and rancorously divided than the main opposition Labour party.
In the division lobbies on Wednesday some Conservative lawmakers on different sides of the Brexit question were spotted cursing each other and one clash prompted the intervention of colleagues, who feared a brawl might break out.
Commons in charge
Organizers of Wednesday’s indicative voting are placing some hopes that the Commons can still break the deadlock. They say clarity could be reached on Monday when lawmakers are due for another session of indicative voting, this time on the options that attracted the most support.
Labour’s Stephen Doughty said they never expected the votes on Wednesday to reveal a majority for one option. The whole idea was to narrow down the alternatives that have the most support and for parliament then to reconsider.
The two closest votes Wednesday were for staying in the EU’s customs union and another for a second referendum confirming any Brexit departure. Both attracted more votes than May’s deal has got the two occasions it was voted on in parliament. Campaigners for a second referendum appear buoyed.
They believe Britons have shifted their attitudes on Brexit since the 2016 referendum, pointing to a new polling study by veteran pollster John Curtice, which indicates voters are becoming increasingly doubtful about Brexit. The study suggests two and half years after the plebiscite, leaving the European Union may not now reflect majority thinking.
British PM Re-Attempts to Win Parliamentary Support for Her Brexit Plan
British Prime Minister Theresa May is making one final push to convince enough lawmakers to approve her deal for the country’s planned split with the European Union.
The future of Brexit became more uncertain than ever Wednesday after Parliament turned down 16 different alternatives to Prime Minister May’s deal for Britain to split from the EU. Negotiators reduced that number down to eight, which were brought to votes. The options included keeping Britain in a customs union with the EU, and one that would have put the question of leaving the EU to another voter referendum.
All final eight ideas were rejected, although the idea of entering into a customs union came closest to winning majority support. Another proposal, holding a second Brexit referendum, also garnered a great deal of support.
The House of Commons took over Brexit planning from Prime Minister May after she tried and failed twice to pass her deal. The contention over May’s plan centers on trade and the border crossing between EU member Ireland and British-controlled Northern Ireland, which local residents routinely cross daily without stopping.
Northern Ireland’s Democratic Unionist Party is staunchly opposed to the plan.
The EU has given Britain until April 12 to let members know what it plans to do, or it would leave the EU with no exit plan in place, which could lead to economic chaos.
Stephen Barclay, Britain’s Brexit secretary, said the fact that eight different proposals failed is another sign that May’s plan “was the best option.”
May said Wednesday she would step down as prime minister “earlier than I intended” if lawmakers adopt the plan she negotiated with the European Union.
“I know there is a desire for a new approach and new leadership in the second phase of the Brexit negotiations, and I won’t stand in the way of that,” she said Wednesday.
Britons voted nearly three years ago to leave the EU. But as last week’s scheduled departure date grew near, so did turmoil over terms of the deal May negotiated with EU leaders.
Pro-Brexit members of her Conservative Party had called for her resignation, but until Wednesday she has resisted.
“It is my sense of responsibility and duty that has meant I have kept working to ensure Brexit is delivered,” she said.
Labour Party leader Jeremy Corbyn contends May was “unable to compromise and unable to reunite the country.” He said May must “either listen and change course or go.”

Trump: FBI and DOJ to Review Smollett Case
President Donald Trump says the Federal Bureau of Investigation and Department of Justice will review the case of Jussie Smollett, after Chicago police dropped charges against the television actor who was accused of falsely reporting being a target of a hate crime.
Writing on Twitter, Trump called the case “outrageous” and an “embarrassment to our Nation.” So far there has been no statement from the FBI or Justice Department on the matter.
Smollett’s attorneys announced Tuesday their client’s record had been “wiped clean.
A spokeswoman for the Cook Country prosecutor’s office said “After reviewing all of the facts and circumstances of the case, including Mr Smollett’s volunteer service in the community and agreement to forfeit his bond to the City of Chicago, we believe this outcome is a just disposition and appropriate resolution to this case.” She added that Smollett will forfeit a $10,000 bond payment.
But Chicago police as well as mayor Rahm Emanuel have spoken out angrily about the development. “This is without a doubt a whitewash of justice,” Emanuel said, complaining that the grand jury in the case heard “only a sliver” of the evidence.
Chicago police superintendent Eddie Johnson said, “”Do I think justice was served? No. What do I think justice is? I think this city is still owed an apology.”
Smollett, who is black and gay, responded publicly to the decision, thanking family, friends, and fans who supported him and vowing, “I have been truthful and consistent on every level since day one. I would not be my mother’s son if I was capable of one drop of what I have been accused of.”
Smollett reported in January that he had been sent a threatening letter and was then attacked on the street by two men he didn’t know who wrapped a rope around his neck and attempted to pour bleach on him while yelling racial and homophobic slurs. He also said they yelled, “this is MAGA country,” referring to President Donald Trump’s slogan, “Make America Great Again.”
Police later said that Smollett had staged the attack himself, paying two physical trainers $3,500 to carry it out.
Smollett plays a gay character on the television show “Empire,” which is filmed in Chicago.

The contention over May’s plan centers on trade and the border crossing between EU member Ireland and British-controlled Northern Ireland, which local residents routinely cross daily without stopping.
May hopes to put her plan up for another vote, despite the decisive earlier losses.
Pro-Brexit members of her Conservative Party had called for her resignation, but until Wednesday she had resisted.
“It is my sense of responsibility and duty that has meant I have kept working to ensure Brexit is delivered,” she said.
Labor Party leader Jeremy Corbyn contended May was “unable to compromise and unable to reunite the country.” He said May must “either listen and change course or go.”

Erdogan: Time Has Come for Hagia Sophia to Be a Mosque
Turkish President Recep Tayyip Erdogan said Wednesday that it was time to rename Istanbul’s landmark Hagia Sophia as a mosque, saying that it had been a “very big mistake” to convert it into a museum.
“Hagia Sophia will not be called a museum. It will be taken out of that status. We will call Hagia Sophia a mosque,” Erdogan told A Haber television during an interview.
“Those who come to Hagia Sophia will visit Hagia Sophia mosque,” he said.
The former church and mosque, now a museum, often sparks tensions between Christians and Muslims over Islamic activities held there, including the reading of verses from the Quran or collective prayers.
Its secular status allows believers of all faiths to meditate, reflect or simply enjoy the astonishing architecture of a building dating to the sixth century.
Erdogan is campaigning for votes for his Justice and Development Party (AKP) ahead of municipal elections on March 31.
The Turkish leader said the plan would be discussed after the elections.
“We think the time has come to take such a step, given there is a demand” from the Turkish people, he said.
Such a move is likely to anger Christians and raise tensions between historic foes Turkey and Greece, both NATO members.
Greek Prime Minister Alexis Tsipras visited the Hagia Sophia in February.
Asked about the criticism, Erdogan said: “There are attacks targeting Al-Aqsa Mosque,” referring to the compound in Jerusalem known to Jews as the Temple Mount.
“Those who remain silent on this cannot dare to give advice to us on [Hagia Sophia],” he added.

Three Members of French Government Quit Ahead of Elections
Three members of the French government have quit their jobs ahead of campaigns for European Parliament elections next month and municipal elections in France next year, the presidency said on Wednesday.
European affairs minister Nathalie Loiseau, government spokesman Benjamin Griveaux and digital junior minister Mounir Mahjoubi, have left the government, the Elysee palace said in a brief statement.
Loiseau had earlier announced her resignation in order to lead the LREM party into the May 26 European Parliament vote and Mahjoubi has said he would run for Paris mayor in 2020.
Griveaux has repeatedly said he will announce by the end of spring whether he is running for Paris mayor.
The statement had no other details although the three departures are likely to lead to a cabinet mini-reshuffle in the coming days.
Asked when the reshuffle could take place, an Elyse official had no comment.

Четверо українських капеланів різних конфесій отримали 27 березня в Києві міжнародні відзнаки імені отця Омеляна Ковча. Як зазначив на церемонії у Національній опері України очільник УГКЦ Святослав (Шевчук), капелани нагороджені відзнаками «за видатний гуманітарний внесок», міжконфесійний діалог та душпастирське служіння. Нині відзнака вручена увосьме.
«Отець Омелян Ковч відомий, здебільшого, як священник, українець, який рятував євреїв у роки Голокосту. Але сто тому отець Омелян розпочав своє капеланство в Українській галицькій армії. Тому цьогоріч Комітет із вшанування пам’яті отця Омеляна Ковча присвятив урочистості темі військового капеланського служіння», – повідомив Блаженніший Святослав у розмові з Радіо Свобода.

Серед лауреатів відзнаки – українські письменниці Ліна Костенко та Оксана Забужко, філософ і дисидент Євген Сверстюк, дослідник історії України Тімоті Снайдер, спільнота Святого Егідія з Рима, Український католицький університет та інші.
Комітет із вшанування пам’яті Омеляна Ковча заснований у 2010 році. Його почесним головою був кардинал Любомир Гузар. Діяльність комітету здійснюється під патронатом глави Української греко-католицької церкви Святослава.
Цього року виповнюється 135 років від дня народження Омеляна Ковча та 75 років від дня його загибелі у нацистському концтаборі Майданек.

Chinese Viewers Balk at ‘Bohemian Rhapsody’ Film Censorship
A huge fan of rock legends Queen, Peng Yanzi rushed to see Bohemian Rhapsody, the biopic about the band’s late lead singer, Freddie Mercury, while he was traveling in Britain last October.
It was a touching film that made him cry hard, Peng says. He loved it enough to watch it a second time in his home city of Guangzhou after the film garnered a surprise China release.
But the version of Bohemian Rhapsody he saw this past weekend was notably different from the original. Moviegoers in China say key scenes about Mercury’s sexuality have been either abruptly muted or cut altogether.
“The cut scenes really affect the movie,” said Peng, a Chinese LGBT rights activist. “The film talks about how [Mercury] became himself, and his sexuality is an important part of becoming who he was.”
Scenes that were deleted include one in which Mercury reveals to his then-wife that he is not heterosexual. In the part of the film where Mercury tells the band that he has AIDS, the dialogue goes silent.
“It’s a pity” the scenes were removed, said Hua Zile, chief editor of VCLGBT, an LGBT-themed account with more than a million followers on Weibo, one of China’s top social media platforms.
“This kind of deletion weakens his gay identity. It’s a bit disrespectful to his real experience and makes the character superficial,” Hua said. “There is no growth and innermost being of him.” Hua said he also watched both versions of the movie, in the semi-autonomous region of Hong Kong, which enjoys greater freedoms from censorship than mainland China, and the Chinese city of Guangzhou.
The missing scenes confused some moviegoers. Su Lei read Mercury’s biography online before watching the movie Wednesday afternoon so that she could better understand the plot and character development.
“Now it’s a very open era, influenced by some American and British TV dramas. People now can understand and accept this,” said Su, who works for an accounting firm. She called the film “inspiring” and said cutting the gay content was “unnecessary.”
Lu, a freelancer in Shanghai who asked to be identified only by his family name, watched the original version online after seeing the movie in a Chinese theater, where he said he found parts of the dialogue incoherent.
Lu said that despite some lines being erased, it was still obvious the main character is gay. “But the movie has been deleted like this, which affects its entirety,” he said.
Censorship in China
While LGBT content is generally less taboo than other topics that Chinese authorities deem sensitive, same-sex relationships are still virtually absent from mainstream media.
In 2017, a government-affiliated internet TV association warned streaming content providers against depicting homosexuality, labeling it an “abnormal” sexual behavior. A similar move last year from Weibo provoked an outcry that prompted the website to backtrack and state that a “cleanup of games and cartoons will no longer target gay content.”
When Chinese video site Mango TV livestreamed the Academy Awards in February, Bohemian Rhapsody lead actor Rami Malek’s speech was subtitled to read “special group” when in fact he said “gay man.”
Mango TV also censored two LGBT-themed performances during last year’s Eurovision song contest, causing Eurovision to terminate its partnership with the Chinese broadcaster in the middle of the competition season.

Фріз: майже 19,5 тисяч учасників бойових дій на Донбасі стоять у квартирній черзі
Міністр у справах ветеранів Ірина Фріз заявила, що на сьогодні 19 тисяч 466 учасників бойових дій на Донбасі стоять у черзі на отримання житла. Як повідомила Фріз в інтерв’ю Радіо Свобода, наразі через відсутність єдиного державного реєстру ветеранів відсутня зведена інформація по кожному з учасників бойових дій, які могли вже отримати пільгу, в тому числі, щодо отримання житла.
«Після укомплектації міністерства на 30%, і я розраховую, що до кінця червня це відбудеться, ми зможемо займатися адмініструванням вже державних програм, які сьогодні ще Державної служби (у справах ветеранів – ред.), а відповідно, Міністерства соціальної політики», – пояснила Фріз.
За її словами, усього в реєстрі Держслужби у справах ветеранів сьогодні офіційно зареєстровано 362 тисячі осіб (учасників бойових дій на Донбасі). Хоча йдеться про щонайменше півтора мільйона людей, які підпадають під опіку міністерства, зокрема воїни-афганці, ветерани Другої світової, миротворчих місій та родини загиблих, додала Фріз.
Відповідно до законодавства, учасники бойових дій, особи з інвалідністю внаслідок війни і члени сімей загиблих мають право на низку пільг серед держави, серед яких право на землю, житло, пільги на навчання, проїзд, комірне тощо.
28 листопада 2018 року уряд вирішив створити Міністерство у справах ветеранів на заміну Державній службі у справах ветеранів. Верховна Рада призначила Ірину Фріз міністром у справах ветеранів. Наразі відомство перебуває на стадії укомплектації штату.

В Україні є лише 400 тисяч домашніх радіоточок, кількість відмов зростає – «Укртелеком»
Найбільший в Україні оператор фіксованого зв’язку компанія «Укртелеком» повідомила, що попит на послугу проводового радіомовлення в останні роки стрімко знижується.
«З кожним роком кількість користувачів радіоточок зменшується. Це загальна тенденція в Україні, щороку від застарілої послуги відмовляється близько 130-150 тисяч користувачів. Якщо на початок 2019 року оператор обслуговував 430 тисяч домашніх радіоточок, то на початок весни – близько 400 тисяч. Переважна більшість абонентів мешкає у містах – близько 360 тисяч, решта – у селах. Зменшення кількості користувачів проводового радіо – цілком прогнозоване, зважаючи на розвиток нових технологій і їх можливостей, різноманіття каналів комунікації», – йдеться у відповіді компанії «Укртелеком» на запит Радіо Свобода.
Згідно з повідомленням, відсутність попиту на проводове радіо у деяких містах (Одеса та Дніпро) взагалі призвело до відключення у них цієї послуги.
«Так, за 4 роки 80% абонентів проводового радіо в Одесі відмовились від цієї послуги. Якщо у 2014 році їх було 15 тисяч, то восени 2018 р у мільйонному місті – трохи більше 2 тисяч, або 0,2% містян… «Укртелеком» ухвалив рішення про припинення надання послуги проводового мовлення в місті Одеса з 1 січня 2019 року», – йдеться в повідомленні.
За даними «Укртелекому», схожа ситуація в місті Дніпро, де на осінь 2018 року в мільйонному місті залишилось близько 3 тисяч абонентів, що дорівнює 0,3% від загальної кількості містян.
«Через незначну кількість абонентів та застаріле обладнання, що постійно потребує ремонту, збитки від надання цієї послуги в місті сягають понад півмільйона гривень щороку і продовжували зростати. Зважаючи на стрімке зниження абонентів проводового радіо в місті Дніпро, ПАТ «Укртелеком» ухвалив рішення про відключення незатребуваної послуги з 1 квітня 2019 року», – повідомили в компанії.
В «Укртелекомі» зазначили, що з 1 березня 2019 року абонплата за користування основною радіоточкою для абонентів (фізичних осіб) складає 35 гривень з ПДВ.
«Якщо говорити про майбутнє проводового радіо, то все залежить від мешканців регіонів, населених пунктів: наскільки послуга буде затребувана там, як нею будуть користуватися чи активно відмовлятимуться від неї», – зауважили в «Укртелекомі».
Проводове радіо, яке у радянський час називали «брехунцем», нині в межах Українського радіо об’єднує 4 канали – Перший канал, канал «Промінь», «Українське радіо «Культура» та «Всесвітню службу «Радіомовлення України».

Spain Seeking Extradition from US of Suspects in N. Korean Embassy Raid
Spain is seeking extradition from the United States as many as 10 people who burst into the North Korean embassy in Madrid last month and tried to pass stolen information to the FBI.
A Spanish judge believes all 10 fled to the U.S. after the Feb. 22 raid. He calls them members of a criminal organization and accuses them of trespassing, burglary, assault, and threats.
The leader of the group has been identified as Adrian Hong Chang — a Mexican citizen who is a U.S. resident. Others in the group include American and South Korean citizens.
The suspects call themselves Cheollima Civil Defense and describe the group as a human rights movement working to liberate North Korea.
According to the Spanish court complaint, the 10 barged into the North Korean embassy in Madrid on Feb. 22, wearing full head masks and armed with knives and fake handguns.
They allegedly tied up and gagged the staff while they took a North Korean diplomat into the embassy basement and tried to talk him into defecting.
When the embassy official refused to go with them, they allegedly bound and gagged him too.
Spanish police say an embassy employee managed to jump out of a window and alert officers. Hong Chang posed as a diplomat and assured police everything was fine. The group allegedly escaped with computers and hard drives in a stolen embassy car.
Hong Chang is suspected of attempting to pass the material to the FBI when he arrived in the US.
It is not known if the FBI took the stolen information. The FBI issued a statement saying “it is standard practice to neither confirm nor deny the existence of an investigation.”
There have been no comments from the Spanish, South Korean, or North Korean governments.
But a State Department spokesman said Tuesday the United States government had nothing to do with the raid.

‘Largest Facilitator of Child Porn’ Extradited to Face US Charges
An Irish-American man described by the FBI as “the largest facilitator of child porn on the planet” faced a U.S. judge for the first time this week, on allegations that he ran an anonymous web hosting service that allowed users to post images of child rape.
After five years in Irish custody, Eric Eoin Marques, 33, was extradited on March 23 and stood before a federal judge in Maryland two days later.
He is charged with four counts related to the advertisement and distribution of child pornography.
In a 16-page criminal complaint outlining the case against Marques, an FBI agent describes the graphic content of two Dark Web sites only available through special software, and hosted by a service that allowed users to remain “anonymous or untraceable.”
The complaint contains explicit descriptions of images of sexual torture, bestiality, and rape that were available — and searchable — to website users. The child victims included infants, according to court documents.
Investigators reviewed more than one million files from one website and found that “nearly all of the files depict children who are engaging in sexually explicit conduct with adults or other children, posed nude and/or in such a manner as to expose their genitals, in various states of undress, or depict child erotica,” the U.S. Department of Justice summarized.
The U.S. government alleges Marques ran the now-defunct business, Freedom Hosting, for at least five years, from July 2008 to July 2013, according to the complaint. He was arrested in Dublin in 2013.
In a Dublin court bail hearing, FBI Special Agent Brooke Donahue described Marques as “the largest facilitator of child porn on the planet.”
“Criminals cannot hide on the dark web or in foreign countries,” said U.S. Attorney Robert K. Hur. “We will find them and bring them to justice.”
Hacktivist group Anonymous repeatedly targeted Freedom Hosting in 2011, taking down links to what they claimed were more than 40 child pornography sites.
When an administrator restored services, Anonymous “once again infiltrated the shared hosting server at Freedom Hosting and stopped service to all clients,” the group described. They declared the hosting service “Enemy Number One” in their collective anti-child pornography efforts, known as Operation DarkNet.
“The owners and operators at Freedom Hosting are openly supporting child pornography and enabling pedophiles to view innocent children, fueling their issues and putting children at risk of abduction, molestation, rape, and death,” Anonymous stated at the time.
The Irish media closely monitored Marques’ case over the years, as the dual US-Irish citizen fought extradition in the Irish courts.
Last week, however, Ireland’s Supreme Court cleared the way for his removal to face the U.S. charges.
Marques was born in New York to a Brazilian father and Irish mother. The family moved to Ireland when Marques was 6, according to media reports.
He is scheduled to make a second appearance in Maryland district court on March 27 for a detention hearing.

Підлеглих Горбатюка звинувачують у незаконному обшуку в справі Татькова, ті вважають це тиском
Державне бюро розслідувань розслідує кримінальне провадження через можливе перевищення слідчими Департаменту спецрозслідувань Генпрокуратури, очолюваного Сергієм Горбатюком, службових повноважень під час обшуку в справі, яка стосується судді-втікача, голови Вищого господарського суду України часів Януковича Віктора Татькова. Водночас слідчі звернулися до суду із клопотанням про передачу арештованого нерухомого майна в управління новоствореного Нацагентства з питань виявлення, розшуку та управління активами, одержаними від корупційних та інших злочинів (АРМА). Це б дозволило заробляти на цьому майні не судді-втікачу та його оточенню, а державі.
Водночас у ЖЕКу після обшуку звернулись із скаргою – зокрема, про начебто порушення під час обшуку. На підставі цієї скарги було зареєструване провадження, у якому йдеться, що під час слідчих дій були вилучені персональні дані осіб, які не мають відношення до справи щодо Татькова та його оточення, і не зазначені в ухвалі суду.
На першому засіданні, яке відбулося 25 березня у Печерському районному суді Києва, слідчий Державного бюро розслідувань клопотав про вилучення документів, які слідчі Департаменту спецрозслідувань ГПУ отримали в ході обшуку.
«Потрібно провести тимчасовий доступ до матеріалів кримінального провадження…з метою вилучення копій ухвали слідчого судді про обшук, протоколу обшуку та матеріалів», – заявив під час судового засідання слідчий ДБР Олександр Омельченко.
«Судячи з додатків до клопотання, ці матеріали у них вже є. Яким чином ці документи можуть вплинути на якесь доказове значення, якщо ці копії і так вже є, на нашу думку, незрозуміло», – заявив у відповідь старший слідчий Департаменту спецрозслідувань ГПУ В’ячеслав Жихарєв. У підсумку суддя відхилила це клопотання. «У задоволенні клопотання слідчого… Державного бюро розслідувань про тимчасовий доступ до речей та документів у кримінальному провадженні…відмовити», – постановила суддя Печерського районного суду Ірина Григоренко.
У коментарі Радіо Свобода керівник Департаменту спецрозслідувань Сергій Горбатюк заявив, що вважає відкрите проти його підлеглих провадження тиском на слідчих і розслідування.
«Під час слідчих дій вилучаються об’єкти, які крім доказів можуть містити інші дані, які не можна розділити. – пояснив Горбатюк. – Та для того і є таємниця досудового розслідування, і обов’язок слідчого ні в якому разі не розголошувати даних, а використовувати виключно для кримінального провадження необхідні докази. Алі ці закиди – це формальний привід. Бо провадження було зареєстроване після того, як прокурор розглянув скаргу ЖЕКу і дав відповідь, що порушень не встановлено».
Горбатюк додав, що на його думку, провадження було зареєстроване «з метою впливу на розслідування» справи щодо судді Татькова та його оточення: «Як один із варіантів, це вирішення питання зняття арешту майна, чи створення перешкод для передачі цього майна в АРМА. А в принципі, мені здається, що кінцева мета якимось чином добитися того, щоб забрати цю справу, щоб вже тоді безперешкодно можна було б, так би мовити, нищити її і все, що з нею пов’язано», – сказав Горбатюк.
Раніше «Схеми» виявили, що оточення судді-втікача Віктора Татькова продовжує щомісячно заробляти до 8 мільйонів гривень на оренді нерухомості, на яку було раніше накладено арешт. Це журналістам повідомив начальник управління спеціальних розслідувань Генпрокуратури Сергій Горбатюк.
Подільський районний суд Києва за клопотанням Генеральної прокуратури наклав арешт на майже 300 об’єктів нерухомого майна осіб, наближених до судді Татькова, якого нині розшукують правоохоронці – серед якого, у тому числі, офісні та житлові приміщення.
Наприкінці листопада Генпрокуратура звернулася до суду з клопотанням про передачу арештованого нерухомого майна оточення Віктора Татькова в управління новоствореного Нацагентства з питань виявлення, розшуку та управління активами, одержаними від корупційних та інших злочинів (скорочено – АРМА). Однак Подільський районний суд Києва в цьому відмовив, пославшись на те, що треба з’ясувати позицію формальних власників арештованої нерухомості. У Генпрокуратурі заявили, що знову про це клопотатимуть.
Уперше про елітну нерухомість оточення Віктора Татькова «Схеми» повідомили торік у червні в розслідуванні «Багатий світ» судді-втікача Віктора Татькова – журналісти виявили близько сотні об’єктів в Україні та з десяток в Іспанії, записаних на його родичів і незаможних друзів.
А згодом, у грудні 2018-го знайшли в родини судді-втікача в Іспанії 60 гектарів землі та півдесятка апартаментів.
Віктор Татьков за часів президентства Віктора Януковича очолював Вищий господарський суд України, де ставили останню крапку в суперечках навколо майна та бізнесу. Від жовтня 2016-го Татькова офіційно підозрюють у втручанні у діяльність судових органів та роботу автоматизованої системи документообігу суду. За версією Генпрокуратури, він фактично підпорядкував собі систему ухвалення судових рішень.
Сам Татьков тепер переховується від українського правосуддя за кордоном: спочатку лікувався у Німеччині, а згодом перебував у Австрії, де навіть попросив політичного притулку.
Український суд залишив статус біженця білоруському наркоторговцю, якого розшукує Інтерпол
Шостий апеляційний адміністративний суд Києва залишив без змін рішення першої інстанції про повернення статусу біженця Володимиру Юрченку – білоруському наркоторговцю, який з 2014 року перебуває у міжнародному розшуку по лінії Інтерполу за організацію транскордонного каналу збуту важких наркотиків. Про це повідомляє журналіст Радіо Свобода із зали суду.
Рішення апеляційного суду закріплює за Володимиром Юрченком статус біженця, а отже, дозволяє йому уникнути екстрадиції до Білорусі, де він мав постати перед правосуддям.
Державна міграційна служба України спільно із СБУ просила суд позбавити білоруса статусу біженця, який він отримав ще в 2017-му.
У ДМСУ пояснюють: тоді СБУ у відповідь на їхній запит надала інформацію, що Юрченко не перебуває в розшуку, а отже, вони не мали підстав не надати йому статус біженця.
За півроку, у квітні 2018-го, в ДМСУ почали виправляти помилку – і позбавили білоруса цього статусу з формулюванням, що його «діяльність може становити загрозу національній безпеці, громадському порядку та здоров’ю населення».
Згодом, у грудні 2018-го, суд першої інстанції визнав протиправним та скасував це рішення Державної міграційної служби, оскільки у ДМС не надали доказів того, що діяльність Юрченка становить загрозу національній безпеці, а його перебування в міжнародному розшуку суд не визнав доказом такої загрози.
ДМСУ подала апеляційну скаргу на це рішення, однак Шостий апеляційний суд залишив рішення першої інстанції без змін. Таким чином, правових підстав для екстрадиції білоруса наразі немає.
У липні 2018 року Володимира Юрченка затримали в Чернігові. За даними правоохоронців, він організовував та забезпечував перевезення героїну з Росії на територію Білорусі, України та країн Євросоюзу.
У 2010 році він вперше потрапив у поле зору правоохоронців – тоді білоруські прикордонники на одному з пунктів пропуску виявили автомобіль, у якому перевозили 28 кілограмів героїну на загальну суму близько 1 мільйон доларів США. Наркотик вирішили замаскувати під цибулю та сховати у дверцятах автомобіля.
У результаті правоохоронці викрили діяльність транснаціональної організованої злочинної групи, яка займалася поставками героїну із Середньої Азії. Відбулась низка затримань членів злочинної групи на території Росії та Білорусі.
Однак самому Юрченку вдалося уникнути відповідальності та виїхати за межі Білорусі. У зв’язку з цим білоруські правоохоронці оголосили його у міжнародний розшук – у 2014 році Генеральний секретаріат Інтерполу вніс його до переліку розшукуваних осіб.

China, EU Stress Importance of Multilateralism
Top European Union leaders joined Chinese President Xi Jinping in Paris in stressing multilateralism to address issues from peace and security to climate change and trade.
The Paris meeting with Xi, which came ahead of a key EU-China summit planned for April 9, brought together some of the bloc’s biggest heavyweights: President Emmanuel Macron of France, German Chancellor Angela Merkel, and European Commission chief Jean-Claude Juncker.
At a joint press conference following the talks, Macron stressed what he described as areas of convergence between the European Union and China, two of the world’s biggest economic powers. Among them: intensifying the fight against climate change, denuclearization of the Korean peninsula and development and security in Africa.
Both sides, Macron said, want to construct a renewed multilateralism that is more just and balanced.
President Xi said the world is facing major challenges and peace and development were key. He described the growing threat of protectionism and unilateralism.
The cooperation through which China hopes to expand its ambitious ‘Belt and Road’ infrastructure and investment initiative initiative, however, is controversial and divisive within the European Union. As Germany’s Merkel said, “Europe wants to join the Belt and Road plan, but it demands reciprocity.”
Several areas stressed by the two sides, including EU and Chinese support for the Paris climate agreement and the Iran nuclear deal, contrast with positions taken by U.S. President Donald Trump.
The Chinese leader’s visit to France is the last leg of a European trip marked by multibillion dollar deals, including a major Chinese purchase of Airbus planes.
Earlier during Xi’s visit to in Rome, Italy became the first G-7 nation to sign on to China’s Belt and Road project.
Xi’s visit was greeted by some rights protests. Media watchdog Reporters Without Borders also released a new report on China’s alleged efforts to stifle media freedom abroad, as well as at home.
Cedric Alviani, the group’s East Asia Bureau director, said, “What we expect from that report is that, all around the world, journalists would start investigating in their city, in their region, in their country on the way Chinese authorities are pushing their influence.”
Alviani said China’s Belt and Road initiative is one way Beijing is spreading not only its economic, but also its ideological influence.
