З 2015-го по 2018 рік кількість відвідувачів «зони відчуження» Чорнобильської АЕС збільшилася з 8-ми до 70 тисяч осіб. Про це розповів журналістам міністр екології та природних ресурсів України Остап Семерак під час відвідування Чорнобильської АЕС, повідомляє «Інтерфакс-Україна».

«Ми спостерігаємо значне збільшення відвідувачів «зони відчуження». Якщо порівняти 2015 рік до 2018 року, то потік відвідувачів збільшився з 8 тисяч до 70 тисяч, це майже у десять разів», – зазначив міністр.

За його словами, близько половини відвідувачів – іноземці.

Сьогодні відзначають 33-тю річницю Чорнобильської катастрофи.

Russia Condemns Ukrainian Language Law

Russia has condemned a new Ukrainian language law that enforces the use of Ukrainian over Russian in the public sphere. Ukraine has a sizable Russian-speaking minority, residing mostly in the country’s east, which is controlled by Moscow-backed rebels. For its part, Russia has angered Ukraine by making it easier for the residents of breakaway regions in eastern Ukraine to obtain a Russian passport. VOA’s Zlatica Hoke reports.

Putin-Kim Summit Likely Won’t Impact Nuclear Talks

US, Russia Wait to See Which Direction Ukrainian President Will Go

KYIV, UKRAINE — Following Ukrainian President-elect Volodymyr Zelenskiy’s landslide victory this week, top U.S. and European Union officials were quick to offer kudos and vows of continued diplomatic support.

But some Eastern European-based experts say Kyiv’s ties with the West aren’t likely to improve under the new administration.

European Commission President Jean-Claude Juncker and Council President Donald Tusk issued a joint statement congratulating Zelenskiy on Kyiv’s “significant progress” since the 2014 Maidan revolution that ousted pro-Russian Ukrainian President Viktor Yanukovich, but warned that substantial work remains before realizing “the peaceful, democratic and prosperous Ukraine that its citizens have called for.”

Little foreign policy change

Maksym Khylko, chairman of the East European Security Research Initiative Foundation, said he expects no dramatic changes to Kyiv’s foreign policy under the new presidency. Given the campaign season rhetoric of advisers surrounding Zelenskiy — a few of whom, it has been reported, are likely to fill out his cabinet — cooperation with the U.S. in particular is unlikely to improve.

“There will be attempts to find a new balance of relations between the West and Russia, because in the inner circle that stands behind the new president, we see people with preferences for improving relations with Russia,” Khylko told VOA’s Russian Service.

“And Russia will also try to play on these preferences, along with Zelenskiy’s personal closeness to Russian culture, (and) his inexperience in politics,” he added. “It’s possible that the Kremlin will want to play on his ignorance by imposing on him an illusory position about the possibility of achieving a quick peace in Donbas, (offering) him his quick victory’“ that Zelenskiy touted on the campaign trail.

​Split on Russia, West

An ideological split dividing a portion of Zelenskiy’s support base may leave him politically hamstrung when attempting to drum up broad domestic support for explicitly Russian- or Western-leaning economic or trade policies.

“This is not to say that the majority of Ukrainians, given the results of the second round, wanted to be closer to Russia,” Khylko said. “Half of Zelenskiy’s electorate wants to improve relations with Russia — this being the electorate who supported the openly pro-Russian candidates Yuri Boyko and Oleksandr Vilkul in the first round. The other half of his electorate, according to research, sympathizes with the Western course, but they were simply disappointed with the policies of (outgoing President Petro) Poroshenko and largely riled up by rampant criticism and negative materials in the press.

“I think that most of Zelenskiy’s electorate voted for him in the hope of preserving a pro-Western course.”

Khylko also said the coterie of political advisers surrounding Zelenskiy — the majority of whom are experienced policy and political professionals — will be careful to limit Washington’s influence in Kyiv’s foreign policy agenda, a fact of which the Trump administration, he said, is aware.

“On the part of Washington, relations will remain at a high level. The United States’ position is that it understands that not Zelenskiy himself, but those who are close to him, will be less inclined to see official Washington play — in the minds of Ukrainian officials — a leading role in the development of foreign policy.”

​Russian Federation, United States watching closely

Nikolai Beleskov of the Kyiv-based Institute of World Policy, however, says neither Moscow nor Washington has yet to develop a firm understanding of what foreign policy under Zelenskiy will look like.

“Russians are waiting for Zelenskiy’s official rhetoric in order to understand his attitude,” he told VOA.

“There will be commemorative (V-Day) events on May 8 and 9, and Russia would like to hear Zelenskiy — whether he will be categorical in assessments of the Soviet past, as was the case with Petro Poroshenko — or not,” he said.

Zelenskiy’s receptivity to economic engagement with Moscow may be tested at the outset with offers of cheap energy.

“The Kremlin can offer cheap natural gas, while Zelenskiy, under difficult economic conditions, will have to choose between raising prices in the housing and utilities sector, (thereby) fulfilling the conditions for cooperation with the IMF, or negotiating with Russia,” he said.

​Signal to pro-Russian lawmakers

But Russian President Vladimir Putin’s decision Wednesday to simplify the procedure for obtaining a Russian passport for residents of separatist-controlled eastern Ukraine — a move that immediately prompted calls from Kyiv for more international sanctions — was likely a signal to pro-Russian elements in Ukraine’s legislative body, the Verkhovna Rada, whose members are slated for nationwide regional elections this fall.

“Objectively, (Ukraine’s) presidential elections choose one person who does not affect the economy, while the parliamentary elections are the election of 415-420 people, not counting deputies from the occupied territories of Donbas and Crimea,” he said.

A network of individuals close to Vladislav Surkov, a personal aide to the Russian president, are waiting to see whether Viktor Medvedchuk, a Ukrainian politician and oligarch regarded as one of Putin’s closest associates, will be able to unite all of Ukraine’s pro-Russian factions, Beleskov said.

“The results that Yuri Boyko generated in this year’s election weren’t bad, and sociologists say that the Opposition Platform-For Life’“— a national Ukrainian political alliance of like-minded pro-Russian groups — “may be the second (most powerful) parliamentary force,” Beleskov said.

“Russia has the possibility of bringing to the fullest extent more pro-Russian politicians to the legislative body of Ukraine,” he told VOA.

Relations with Washington

The quality of relations with the United States, he said, will depend on whether Zelenskiy’s new administration can satisfy existing benchmarks set for improved ties with the West.

“It is obvious that the Americans will wait for the first steps of the new administration of the president of Ukraine — cooperation with the IMF, rebooting anti-corruption bodies. Everything depends on us,” he said.

The U.S. Embassy in Kyiv on Wednesday called the Kremlin’s decree to grant Russian citizenship to people in the occupied territories of eastern Ukraine “absurd.”

“Crimea is Ukraine. Donetsk is Ukraine. Luhansk is Ukraine. We condemn the recent absurd and destabilizing decree of Russia regarding Russian passports for residents of Donetsk and Luhansk, and reaffirm our strong support for the sovereignty and territorial integrity of Ukraine,” the U.S. Embassy in Ukraine said in a Twitter message.

Zelenskiy’s camp issued its own statement, calling the decree “another clear confirmation for the world community of the true role of Russia, as the aggressor state, which is waging war against Ukraine. Unfortunately, this decree does not bring us closer to the solution of the main goal: the cease-fire.”

John Havlicek, Boston Celtics Great, Dies at 79

John Havlicek, the Boston Celtics great whose steal of Hal Green’s inbounds pass in the final seconds of the 1965 Eastern Conference final against the Philadelphia 76ers remains one of the most famous plays in NBA history, has died. He was 79.

The Celtics said the Hall of Famer died Thursday in Jupiter, Florida. The cause of death wasn’t immediately available. The Boston Globe said he had Parkinson’s disease. 

Gravel-voiced Johnny Most’s radio call of the 1965 steal – “Havlicek stole the ball! Havlicek stole the ball!” – helped make the play one of the most enduring moments in NBA history.

“John Havlicek is one of the most accomplished players in Boston Celtics history, and the face of many of the franchise’s signature moments,” the Celtics said in a statement. “He was a champion in every sense, and as we join his family, friends, and fans in mourning his loss, we are thankful for all the joy and inspiration he brought to us.”

Nicknamed “Hondo” for his resemblance to John Wayne, Havlicek was drafted in the first round in 1962 out of Ohio State by a Celtics team stocked with stars Bill Russell, Bob Cousy, K.C. Jones, Sam Jones, Tom Sanders, Tom Heinsohn and Frank Ramsey.

Boston won NBA championships in his first six years with the team.

Then, as the veteran players gradually moved on, Havlicek became the team’s elder statesman and moved up to become a starter. The team won championships in 1973-74 and 1975-76 with Havlicek leading teams that included Dave Cowens and Jo Jo White. 

Havlicek went on to win eight NBA championships and an NBA Finals MVP award, setting Celtics career records for points and games. He was named one of the 50 Greatest Players in NBA History and enshrined in the Naismith Memorial Basketball Hall of Fame in 1984. At Ohio State, he helped lead the Buckeyes to the 1960 national championship.

As much as his deadly jump shot or his heroics in Boston’s triple-overtime NBA finals victory over Phoenix in 1976, Havlicek was known for his durability. He played at least 81 games in each of his 15 seasons with the Celtics and he didn’t just play: He was on the run constantly and was perpetually in motion. 

In his NBA career he scored 26,395 points in 1,270 games. He seldom rested. 

“The Boston Celtics are not a team, they are a way of life,” Red Auerbach once said. And no one personified the Celtic way more than Havlicek. 

His No.17 was raised to the rafters in old Boston Garden and now resides in TD Garden, retired soon after he retired in 1978. 

Born April 8, 1940, in Martins Ferry, Ohio, Havlicek became a standout athlete at Bridgeport High School in a small coal-mining town of 2,500 near Wheeling, West Virginia. 

The 6-foot-5 Havlicek was also an outstanding football and baseball player in high school and was given a tryout by the Cleveland Browns after graduating from college. 

As a sophomore at Ohio State, he scored 12.2 points a game as the Buckeyes won the national championship, beating California 75-55 in the final. His junior and senior years, Ohio State again won the Big Ten titles and made it to the NCAA title game but lost to Cincinnati each time. During Havlicek’s three years at Ohio State, the Buckeyes went 78-6, dominating most games unlike any team up to that time. 

All five starters from Ohio State’s title team in 1960 – which included Jerry Lucas and future Celtic teammate Larry Siegfried – played in the NBA. Backup Bob Knight went to a Hall of Fame coaching career.

Havlicek remained in Boston after his retirement, managing investments. He later split time between New England and Florida. He occasionally returned to Ohio State for reunions of the championship team and Celtics events. His Ohio State number was retired during ceremonies in the 2004-2005 season. 

400-year-old Bible Stolen from US Found in Netherlands

A 17th century Geneva Bible, one of the hundreds of rare books authorities said were stolen from a Pittsburgh library as part of a 20-year-long theft scheme, is back home.

The Bible, published in 1615, was traced to the American Pilgrim Museum in Leiden, about 45 miles (70 kilometers) from Amsterdam in the Netherlands, said FBI agent Robert Jones.

It was among more than 300 rare books, maps, plate books, atlases and more that were discovered missing from the Carnegie Library of Pittsburgh last year. A former archivist at the library and a rare book dealer are accused of stealing books valued at more than $8 million.

The Bible “is more than a piece of evidence” Jones said Thursday at a news conference in Pittsburgh. “I am happy to say it has finally made its way back to its rightful owner here in Pittsburgh.”

There are several similar Bibles, Jones said afterward. “From a dollar-figure sense, it is not priceless,” he said. “From a history perspective, it is priceless.”

The Dutch museum had paid $1,200 for the Bible, District Attorney Stephen Zappala Jr. said.

The first edition of the Geneva Bible was published in 1560. This particular edition, published in London four years after the first King James version, is similar to a Bible known to have been brought over by the Pilgrims in 1620, Jones said.

The FBI will hand over the Bible to Allegheny County prosecutors, who will return it to the library, Zappala Jr. said.

After charges were filed last year, Zappala said, the director of the Dutch museum contacted police in The Hague and the Carnegie Library, which in turn contacted the FBI in Pittsburgh. 

The FBI in The Hague worked with the museum and then shipped the Bible to FBI offices in Pittsburgh, said FBI agent Shawn Brokos.

Wearing blue latex gloves, she displayed the Bible, carefully opening its weathered pages.

The FBI hopes news of the recovery of this Bible will prompt others to look at their collections for any possible items stolen from the Pittsburgh library. “Some probably are in private collections,” he said.

Prosecutors in Pittsburgh have so far recovered 18 of the books stolen from the library, Zappala said. They have been found in the U.S. and abroad.

One copy of Isaac Newton’s “Philosophiae Naturalis Principia Mathematica,” a watershed of science valued at $900,000, and John Adams’ “A Defense of the Constitutions of Government of the United States of America,” valued at $20,000, are among the items prosecutors have recovered, Zappala’s spokesman said.

One of the books not yet recovered is “An Inquiry into the Nature and Causes of the Wealth of Nations” the magnum opus by philosopher Adam Smith, valued at $180,000.

The room at the Carnegie Library where the stolen items were on display remains closed. Zappala said he will discuss with the Carnegie Library on displaying this Bible to the public.

Близько 14 години танкери, балкери і суховантажі стояли на відстані близько півмилі від Керченського мосту, пізніше судна перемістилися далі в бік Чорного моря. Станом на 19 годину вечора відстань між кораблями і Керченським мостом становила близько двох морських миль.

Судна можна було побачити з берега в оцолицях Керчі, в районі слеища Героївське.

За інформацією сайту Marine Traffic, що відслідковує переміщення суден, в Аховському морі, на підході до Керченської протоки, перебували суховантажі і танкери під прапорами України, Панами, Маршалових островів, Танзанії, Белізу, Росії та інших держав.

Напередодні голова Державної прикордонної служби України Петро Цигикало заявив, що Росія створює «штучні черги» кораблів у Керченській протоці, здійснюючи посилений огляд кораблів, які прямують до українських портів.

На початку грудня 2018 року Крим.Реалії повідомляв про велике скупчення суден у Керченській протоці та Азовському морі.

28 листопада 2018 року міністр інфраструктури Володимир Омелян заявляв, що українські морські порти Маріуполь і Бердянськ фактично заблоковані Росією для заходу і виходу суден. Це сталося після того, як 25 листопада російські прикордонники у Керченській протоці відкрили вогонь по трьох українських кораблях і захопили їх і 24 членів їхніх екіпажів.

Пізніше у Мінінфраструктури повідомляли про часткове розблокування портів.

Eighteenth Tribeca Film Festival Opens in Harlem With ‘The Apollo’

The 18th Tribeca Film Festival moved uptown on Wednesday for an opening night that honored an elder New York institution: the Apollo Theater.

Roger Ross Williams’ “The Apollo” premiered at the iconic Harlem music hall whose 85-year history is chronicled in Williams’ documentary. The movie and setting added up to a gala tribute to the 125th Street mecca of African American culture, where everyone from Ella Fitzgerald to James Brown to Chris Rock has come to forge their legacies.

“The story of black people in America is the story of the Apollo,” Williams said in an interview ahead of the premiere.

Tribeca isn’t the first New York film festival to uproot to the Apollo for a special event. Lincoln Center’s New York Film Festival came there last year to debut Barry Jenkins’ James Baldwin adaptation “If Beale Street Could Talk.”

But Tribeca, the festival founded by Robert De Niro and Jane Rosenthal, has made a habit of celebrating the city’s cultural institutions on opening night through documentaries about “Saturday Night Live” and the Metropolitan Museum of Art.

“In these disturbing times, when the administration is promoting divisiveness and racism, we’re making a statement by being here tonight that we reject it,” said De Niro, a well-known critic of President Donald Trump, introducing the film on the Apollo stage. “No, you don’t! Not in this house, not on this stage!”

“The Apollo,” which HBO will air in the fall, survey’s the theater’s expansive history but also its vibrant present. It follows the production of Ta-Nehisi Coates’ “Between the World and Me,” a production that Apollo president Jonelle Procope says perfectly reflects the theater’s mission for the future.

“We want to develop this new 21st century performing arts canon that focuses on telling the African American and African diaspora stories,” said Procope. “We are really the only performing arts organization in the country that is from a performing arts standpoint focused on the African American narrative. Our legacy is to create opportunities for emerging talent and nurture their talent and let them push the envelope.”

Opened in 1914 as a burlesque theater, the Apollo began catering to the black community in the 1930s. Its famed Amateur Night, begun in 1934, has been the first introduction of countless stars, including Fitzgerald, Stevie Wonder (introduced as a 12-year-old “genius”) and the Supremes.

Amateur night remains the signature Apollo show: a crucible through which endless performers have had to pass to confirm their talent. Anyone lacking will hear it from the audience. In Williams’ film, Dave Chappelle is seen saying his Apollo experience was the best thing that ever happened to him. “After that, I was fearless,” says Chappelle.

“I grew up in the black church and there’s a very similar dialogue that happens, the call and the response,” said Williams. “The Apollo, in a sense, is church. It’s a sacred space and a gathering of community in Harlem.”

The Apollo’s history can be staggering. Through its doors have come Duke Ellington, Sam Cooke, Ray Charles, Aretha Franklin, Otis Redding, Smokey Robinson and Richard Pryor. James Brown recorded one of the most revered live albums at the Apollo.

“When we first watched the film, I had this gut-wrenching emotional reaction. I was just crying like a baby,” said Williams. “The journey that black people have taken in America is a painful and difficult journey and our music is one of the tools we use to talk about that pain, to talk about that oppression, to escape from that pain. Our musical journey is a powerful one.”

With such an overwhelming legacy, the Apollo has striven to be more than a museum. After falling on hard times in the 1970s, it was named a state and city landmark in 1983. It was purchased by New York State in 1991 and turned into a nonprofit theater. Its long-running variety show “Showtime at the Apollo” was most recently rebooted on Fox last year.

Now, for the first time in its history, it’s plotting an expansion. The Apollo Performing Arts Center plans to in the fall of 2020 open two adjacent theaters, two doors down from the Apollo. One will seat 99, the other 199 — much smaller spaces than the 1,506 capacity Apollo.

Procope said the new theaters will allow the Apollo to program more expansively, add master artist residencies, host more speaking series, delve deeper into dance and create new streaming and podcasting possibilities.

“I think people understand where we’ve been,” said Procope. Soon, she says, they will see where the Apollo is going.

Україна чекає на моніторингову місію, яка перевірить стан Ханського палацу в анексованому кримському Бахчисараї, повідомив міністр культури Євген Нищук. 

Про це він сказав в ефірі Радіо Свобода. Так звані реставраційні роботи, які здійснює окупаційна влада щодо архітектурної пам’ятки, міністр назвав «брутальним нищенням ханського палацу».

«Зараз ми чекаємо на моніторингову місію, яка тільки й може нам допомогти, тому що ми прямого доступу (до Криму – ред.) не маємо. Мої особисті перемови з урядом і міністром культури Туреччини, який долучається до чих процесів; з 8 по 12 число в нас безпосередньо в Києві будуть представники ЮНЕСКО, з якими ми якраз маємо напрацювати параметри того, який чином вони будуть здійснювати місію і щодо Ханського палацу, і щодо Херсонесу, де також здійснюється чорна археологія, незаконні розкопки, де починається будівництво у заповіднику Херсонеса», – сказав Нищук.

Він додав, що перевірки стан цих пам’яток Україна може тільки за допомогою міжнародних місій.

Україна, а також провідні країни світу та міжнародні організації, вважають окупацію й анексію Росією Криму незаконними і не визнають призначених Кремлем очільників на півострові. Через анексію Криму країни Заходу запровадили проти Росії економічні санкції. Кремль окупацію заперечує і називає анексію півострова «відновленням історичної справедливості».

Київ неодноразово критикував так звану реставрацію, яку проводить російська влада в Ханському палаці. 

Bond 25 launches in Jamaica, Rami Malek to Play Villain

The 25th James Bond movie and Daniel Craig’s last one as 007 is heading home to Jamaica.

Craig, Bond producers and director Cary Fukunaga on Thursday launched the film from the Caribbean island nation where Ian Fleming wrote all of his Bond novels. The still untitled film will be partly set in Jamaica, also a setting in “Dr. No” and “Live and Let Die.”

Rami Malek is joining the cast as the villain. The recent Oscar-winner said in a videotaped message that he’ll make sure Bond “will not have an easy ride of it” in Bond 25.

Fukunaga took over directing from Danny Boyle, who departed last year over creative differences. Bond 25 is due out in April 2020.

UK Government Says it Hasn’t Decided yet on Huawei 5G Role

The British government has not yet decided whether to allow China’s Huawei to supply parts for the U.K.’s new 5G wireless network, Digital Secretary Jeremy Wright said Thursday, as he condemned leaks from private government discussions on the issue.

Wright said government officials and U.K. intelligence agencies are still carrying out a review on how best to strike the “difficult balance between security and prosperity.”

He told lawmakers in the House of Commons that “there has not been a final decision made on this subject.”

 

The United States has been lobbying allies to exclude Huawei from all 5G networks, noting that the Chinese government can force the company to give it backdoor access to data on its networks.

 

Huawei officials have denied that the company is a security risk, saying that they have no links to the Chinese government and operate like any other international company.

 

Wright said it was unrealistic to try to eliminate all Chinese equipment from U.K. telecoms systems.

 

“Huawei is a significant player in this market; there are very few others,” he said.

 

Wright also warned lawmakers against leaking details of meetings of the National Security Council, after the Daily Telegraph newspaper reported Wednesday that the council had approved Huawei’s involvement in “non-core” parts of the 5G network.

 

“Officials, including the security and intelligence agencies, need to feel that they can give advice to ministers which ministers will treat seriously and keep private,” Wright said. “If they do not feel that, they will not give us that advice and government will be worse as a result.”

 

Labour Party lawmaker Jo Platt said the government should hold a thorough inquiry into the leak, which comes amid a Brexit-fueled breakdown in government discipline. With Prime Minister Theresa May weakened by her failure to take Britain out of the European Union, multiple ministers are positioning themselves to try to replace her.

 

Platt said suggestions that a minister leaked the information as part of Conservative leadership jockeying were “truly shocking. ”

 

“Critical issues of national security should be handled with utmost care, not used as political ammunition in a Tory Party civil war,” she said.

Study Finds Germans Increasingly Hostile to Asylum-Seekers

A study has found that Germans are increasingly hostile toward asylum-seekers, whereas prejudices toward other minorities such as homeless or gay people have declined.

The Friedrich Ebert Foundation, which commissioned the survey, said Thursday that 54.1 percent of respondents expressed negative opinions about asylum-seekers, up from 49.5 percent in 2016 and 44 percent in 2014.

 

Germany saw a significant increase in migrant arrivals in 2016, with almost 746,000 people seeking asylum that year. Numbers have since declined again, with about 186,000 asylum requests last year.

 

The representative telephone survey, which is conducted every two years, involved 1,890 respondents and took place between September and February.

 

The study also examined for the first time how receptive Germans are to conspiracy theories. It found about that 46 percent of respondents believed secret organizations influence political decision-making.

 

 

‘You Call This Jazz?’ Jazz Fest Celebrates 50 Eclectic Years

If your tastes are eclectic, the New Orleans Jazz and Heritage Festival poses a problem: Which of a dozen acts do you want to hear? Earth, Wind & Fire, Alanis Morissette, or Taj Mahal & the Phantom Blues Band? Van Morrison, Al Green, Johnny Rivers, or all five Marsalis jazzmen playing together?

The festival’s first producer recently contemplated the 50th anniversary lineup for the eight-day festival, which begins Thursday. “I think what I want to see is the Marsalis family together, because I haven’t seen them together for a long time,” George Wein, 93, said in a telephone interview.

Pianist Ellis Marsalis and his sons — trumpeter Wynton, saxophone player Branford, trombonist Delfeayo and percussionist Jason Marsalis — close out the festival’s first weekend at the Jazz Tent. It’s among 10 music stages and tents, along with the Kids’ Tent, an interview stage and a cultural exchange pavilion.

Other first-weekend acts include Katy Perry, Bonnie Raitt, Boz Scaggs and Santana.

There’s also a juried arts and crafts show, an African marketplace, a Louisiana heritage marketplace and enough food to leave you in a two-week-long stupor.

About 450,000 fans came last year, across seven days. Wein said he always knew the festival would grow, but not to the current extent.

The first Heritage Fair had more performers than audience members, as lesser-known locals performed at the daytime fair. Duke Ellington, Mahalia Jackson, Al Hirt, Pete Fountain and other top acts played at nighttime indoor Jazz Festival concerts.

The next year brought four night concerts and three afternoons in Congo Square, with four stages: blues, Cajun, gospel and street music. That first day was “a ragged little carnival of sound” with 25 acts sometimes clashing, The Associated Press wrote. The enclosure also held “two beer counters, a souvenir store, a cotton candy machine and a food tent where tourists tried red beans and rice but seldom braved the crimson boiled crawfish.”

One fan who had paid $2 demanded, “We drove all the way over here from Galveston to hear some jazz. Where is it?” Patty Mouton told Wein his Newport Jazz Festival was great, but “You call this jazz? That old woman singing hymns over there?”

“Sure that’s jazz,” he replied. “Those hymns are jazz and so is the guy beating on those oil drums. This is the grassroots jazz.”

The Heritage Fair moved in 1972 to the New Orleans Fair Grounds racetrack infield, where the New Orleans Jazz Festival and Heritage Fair is still held, adding a second weekend in 1976 .

New Orleans “Queen of Soul” Irma Thomas, who began playing Jazz Fest in 1974, said it gave local artists like herself a chance to be seen by national and international audiences.

“A lot of us worked for years without having agents, and Jazz Fest has been sort of the agent for the locals who have been around since mud and have not been recognized,” she said.

Gospel and Zydeco performers also began getting invitations to perform at other festivals and events worldwide after being heard at Jazz Fest, producer Quint Davis said.

By 1976, when about 175,000 people attended over six days, some people said the outdoor fair had grown too big, calling it Son of Mardi Gras.

The record crowd was an estimated 650,000 over seven days in 2001. That festival’s lineup included B.B. King, Dr. John, Widespread Panic, Van Morrison, Paul Simon, Allen Toussaint and the Neville Brothers.

Widespread Panic is back this year because health problems knocked the Rolling Stones and replacement Fleetwood Mac out of the lineup. Jerry Lee Lewis, 83, also had to send regrets after a stroke in March.

Wein’s favorite memory over the festival’s first 49 years is hearing Ella Fitzgerald and Stevie Wonder together.

It was in 1977. Wonder, at the height of his career, joined Fitzgerald on stage at the city’s Municipal Auditorium. They sang his 1973 hit, “You Are the Sunshine of My Life.”

“Stevie’s still a star,” Wein said.

In Rare Move, French Warship Sails Through Taiwan Strait

A French warship passed through the strategic Taiwan Strait this month, U.S. officials told Reuters, a rare voyage by a vessel of a European country that is likely to be welcomed by Washington but increase tension with Beijing.

The passage, which was confirmed by China, is a sign that U.S. allies are increasingly asserting freedom of navigation in international waterways near China. It could open the door for other allies, such as Japan and Australia, to consider similar operations.

The French operation comes amid increasing tensions between the United States and China. Taiwan is one of a growing number of flashpoints in the U.S.-China relationship, which also include a trade war, U.S. sanctions and China’s increasingly muscular military posture in the South China Sea, where the United States also conducts freedom of navigation patrols.

Two officials, speaking on condition of anonymity, said a French military vessel carried out the transit in the narrow waterway between China and Taiwan April 6.

Naval parade invitation revoked

One of the officials identified the warship as the French frigate Vendemiaire and said it was shadowed by the Chinese military. The official was not aware of any previous French military passage through the Taiwan Strait.

The officials said that as a result of the passage, China notified France it was no longer invited to a naval parade to mark the 70 years since the founding of China’s Navy. Warships from India, Australia and several other nations participated.

China said on Thursday it had lodged “stern representations” with France for what it called an “illegal” passage.

“China’s military sent navy ships in accordance with the law and the rules to identify the French ship and warn it to leave,” defense ministry spokesman Ren Guoqiang told a regularly scheduled media briefing, while declining to say if the sailing had led to the withdrawal of France’s invitation to the parade of ships this week.

“China’s military will stay alert to firmly safeguard China’s sovereignty and security,” he said.

Routine US passage

Colonel Patrik Steiger, the spokesman for France’s military chief of staff, declined to comment on an operational mission.

The U.S. officials did not speculate on the purpose of the passage or whether it was designed to assert freedom of navigation.

The French strait passage comes against the backdrop of increasingly regular passages by U.S. warships through the strategic waterway. Last month, the United States sent Navy and Coast Guard ships through the Taiwan Strait.

The passages upset China, which claims self-ruled Taiwan as part of its territory. Beijing has been ramping up pressure to assert its sovereignty over the island.

Chen Chung-chi, spokesman for Taiwan’s defense ministry, told Reuters by phone the strait is part of busy international waters and it is “a necessity” for vessels from all countries to transit through it. He said Taiwan’s defense ministry will continue to monitor movement of foreign vessels in the region.

“This is an important development both because of the transit itself but also because it reflects a more geopolitical approach by France towards China and the broader Asia-Pacific,” said Abraham Denmark, a former U.S. deputy assistant secretary of defense for East Asia.

The transit is a sign that countries like France are not only looking at China through the lens of trade but from a military standpoint as well, Denmark said.

Last month, France and China signed deals worth billions of euros during a visit to Paris by Chinese President Xi Jinping.

French President Emmanuel Macron wants to forge a united European front to confront Chinese advances in trade and technology.

“It is important to have other countries operating in Asia to demonstrate that this is just not a matter of competition between Washington and Beijing, that what China has been doing represents a broader challenge to a liberal international order,” Denmark, who is with the Woodrow Wilson Center Washington has no formal ties with Taiwan but is bound by law to help provide the island with the means to defend itself and is its main source of arms.

Ken Kercheval, Beleaguered Cliff on ‘Dallas,’ Dies at 83

Ken Kercheval, who played perennial punching bag Cliff Barnes to Larry Hagman’s scheming oil baron J.R. Ewing on the hit TV series “Dallas,” has died. He was 83.

Kercheval died Sunday in the city of Clinton in his native Indiana, said Jeff Fisher, his agent. The cause of death was being kept private by family, Fisher said Wednesday.

He was in “Dallas” for its full run, from 1978 to 1991, and returned as oilman Cliff opposite Hagman for a revival of the prime-time drama that aired from 2012-14.

He expressed fondness for his beleaguered character, also part of two TV `90s movies, in a 2012 interview with a “Dallas” fan website, The Dallas Decoder.

Cliff was a nice guy, but with brother-in-law J.R.’s constant battering he had to defend himself, Kercheval said. “If I did something that wasn’t quite right, it’s because I had to,” he added.

Kercheval was born in Wolcottville, Indiana, and raised in Clinton by his father, a physician, and his mother, a nurse. He studied at the University of Indiana and the University of the Pacific, according to profiles.

His early roles were on stage, with Broadway performances in musicals including “The Young Abe Lincoln” in 1961 and “The Apple Tree” and “Cabaret” in the late ’60s.

Kercheval’s big-screen credits included “Pretty Poison” (1968), “The Seven-Ups” in 1973 and “Network” in 1976.

He made frequent guest appearances on TV series, stretching from “Naked City” and “The Defenders” in the 1960s to “ER” and “Diagnosis Murder” in the 1990s and 2000s. His last online credit is for the film “Surviving in L.A.”

In a first-person piece for People magazine in 1994, Kercheval detailed his arduous treatment for lung cancer and advocated that others quit smoking, as he was “99 percent” successful in doing.

Kercheval’s survivors include three children, Caleb, Liza and Madison, his agent said. 

Disney’s ‘Avengers: Endgame’ Sets Opening-Day Record in China

Marvel superhero movie “Avengers: Endgame” set an opening-day record in China with an estimated $107.2 million in ticket sales, distributor Walt Disney Co said on Wednesday.

“Endgame” is the final chapter of a story told across 22 Marvel films featuring popular characters such as Iron Man, Thor and Black Widow.

The movie earned rave reviews from critics and is expected to draw huge crowds as it debuts in the rest of the world this week.

As of Wednesday morning, 97 percent of “Endgame” reviews collected by the Rotten Tomatoes website were positive.

The film picks up after last year’s “Avengers: Infinity War,” when many of Marvel’s big-screen superheroes appeared to turn to dust. In “Endgame,” the survivors plot to kill the supervillain Thanos.

NYT: Potential Russian Meddling in 2020 US Election Sensitive Issue for Trump

Special Counsel Robert Mueller concluded that Russia engaged in “sweeping and systematic” interference in the 2016 U.S. election  to help Donald Trump become president, but a new account says the issue is still too sensitive to discuss in front of Trump as it relates to what Moscow might do when he runs for re-election in 2020.

Former Homeland Security chief Kirstjen Nielsen tried to focus the attention of top U.S. officials on combating Russian influence in next year’s election in the months before Trump forced her to resign in early April after protracted conflict over immigration policies, The New York Times reported Wednesday.

But the newspaper quoted an unnamed senior Trump administration official as saying that acting White House chief of staff Mick Mulvaney warned Nielsen against raising the issue in front of Trump, who has equated discussion of Russian meddling in the 2016 election with questions of whether his election victory was legitimate.

The Times quoted a senior administration official as saying Mulvaney told Nielsen that Russian meddling in the upcoming presidential election “wasn’t a great subject and should be kept below his level.”

Mulvaney disputed the account, saying, “I don’t recall anything along those lines happening in any meeting.”

He blamed Trump’s predecessor, former president Barack Obama, for not forcefully confronting Russia about its ongoing election interference, although Obama and others raised the issue with Moscow in the lead-up to the 2016 election.

“Unlike the Obama administration, who knew about Russian actions in 2014 and did nothing, the Trump administration will not tolerate foreign interference in our elections, and we’ve already taken many steps to prevent it in the future,” Mulvaney said.

“In fact, for the first time in history, state, local and federal governments have coordinated in all 50 states to share intelligence. We’ve broadened our efforts to combat meddling by engaging the Department of Homeland Security, the Department of Justice, and the FBI, among others, and we have even conducted security breach training drills to ensure preparedness,” Mulvaney said.

Mueller concluded that Russian meddling in the 2016 election was widespread, including fake postings on U.S. social media accounts aimed at helping Trump defeat his Democratic challenger, Hillary Clinton, and hacking and disclosing emails written by Democratic officials that reflected poorly on Clinton.

But the prosecutor also concluded that while there were numerous contacts between Trump campaign aides and Russians, neither Trump nor his campaign conspired with Russia. In Trump’s frequent refrain, there was “no collusion.”

Jared Kushner, a White House adviser and Trump’s son-in-law, said Tuesday that Mueller’s 22-month investigation was “more harmful” to the U.S. than Russia’s 2016 election interference.

“You look at what Russia did, buying some Facebook ads and trying to sow dissent. It’s a terrible thing,” Kushner said. “But I think the investigations and all of the speculation that’s happened for the last two years has a much harsher impact on our democracy than a couple Facebook ads.”

“I think they said they spent $160,000,” Kushner said. “I spent $160,000 on Facebook every three hours during the campaign. If you look at the magnitude of what they did, the ensuing investigations have been way more harmful.”

 

Notre Dame Fire Highlights Plight of France’s Underfunded Patrimony

France’s government met Wednesday to draft a framework for donations to rebuild Notre Dame Cathedral in Paris. While more than $1 billion has been raised in response to last week’s massive blaze, many other historic monuments across France crumble for lack of funds to preserve them. 

The 12th-century Senanque Abbey — also called Notre Dame — in southern France is gradually decaying. Massive cracks in the abbey’s structure have forced the Cistercian monks living there to close part of it to visitors, and there are not sufficient funds available to fully restore it.

“We do not feel forgotten, but maybe a bit underestimated,” the abbey’s prior, Father Jean Marie, told French TV.

While Paris’ Notre Dame is grabbing the headlines, many other French monuments are also suffering. The Cistercian monastery has managed to raise several hundred thousand dollars for needed repairs, but it is still short about half-a-million.

Experts estimate about 2,000 historical monuments are at risk across France, including many cathedrals and village churches.

Public financing to preserve the country’s cultural heritage has shrunk steadily over the years.Today, France’s patrimony budget amounts to a tiny fraction of state spending. Local governments and the private sector are in charge of many historic monuments, but their budgets are limited.

President Emmanuel Macron’s patrimony adviser, Stephane Berne, told French radio that revitalizing rural communities starts with restoring local historic monuments that can deliver returns on the investment with jobs and tourism.

Berne is in charge of a new lottery program to raise money for preservation, but that totals just more than $20 million annually for all of France’s cultural heritage sites, compared to the billion-plus dollars raised for Notre Dame Cathedral.

“In each village, there is a Notre Dame that sometimes burns by the flame of indifference,” one group wrote in an editorial this week. 

However, private fundraising efforts are growing. A couple of years ago, for example, a crowdfunding campaign raised nearly $2 million to save a 13th-century chateau in western France. Like Notre Dame, it had been partially destroyed by fire.

And some people have suggested reallocating a portion of the Notre Dame donations — which may exceed what is needed to restore the cathedral — to save other cultural treasures.

У музеї історії релігії у Львові представили виставку «Граф у монашому каптурі. Блаженний отець Климентій Шептицький», присвячену 150-річчю від дня народження архімандрита Української греко-католицької церкви, Праведника світу, ювілей якого вшановується на державному рівні.

Як повідомляє кореспондент Радіо Свобода, тут експонуються численні фотографії отця Климентія Шептицького – рідного брата митрополита Андрея Шептицького. Світлини з фондів музею, історичного архіву, колекції родини Шептицьких із Польщі, приватних збірок монахів УГКЦ. Серед них унікальні фотографії за життя отця, зроблені у родинному помісті графів Шептицьких у Прилбичах, у Ватикані, Австрії, Польщі. Деякі презентовані вперше.

Представлено також архівні документи, зокрема посвідчення, видане кардиналом Йосифом Сліпим архімандритові Климентію Шептицькому для урядових переговорів у Києві й Москві у 1944 році. Тоді отець Климентій їздив у складі делегації у Москву і Київ. Також на виставці представлена пам’ятка висвячення ієромонаха Климентія Шептицького у 1915 році у Хорватії.

«Важливо, щоб люди у рік блаженного Климентія пізнали цю постать, спробували, дивлячись на нього, запитати себе, як я можу жити, щоб для мого народу і Церкви зробити якнайбільше. Бо саме за таким принципом жив і працював отець Климентій Шептицький», – каже голова оргкомітету зі вшанування 150-річчя отця Климентія Шептицького, отець УГКЦ Юстин Бойко.

На виставці експонуються ікони, портрети отця Климентія Шептицького, а також його особисті речі – капелюх, священичий одяг, столове срібло з монограмою «KS» (Климентій Шептицький), окуляри, хусточка, свита (домотканий верхній одяг), годинник. Все це вдалося зберегти монахам і приватним особам після арешту архімандрита Климентія 5 червня 1947 року.

Цю свиту зберегла монахиня-студитка, як і капелюх. Окуляри і годинник мені дала пані з Унева, яка це переховувала у роки підпілля УГКЦ. Столове накриття теж отця, було в Унівському монастирі», – говорить отець Севастьян Дмитрух, який має велику колекцію речей братів Шептицьких.

Отець Климентій Шептицький (у світському житті Казимир граф Шептицький) – відомий церковний діяч, який народився 17 листопада 1869 року. У 43-річному віці він пішов у монастир УГКЦ, був правою рукою свого брата – глави Греко-католицької церкви митрополита Андрея Шептицького.

Блаженний Климентій Шептицький визнаний у 1996 році Праведником Народів Світу, адже разом із мирополитом Андреєм врятував понад 200 євреїв у роки Другої світової війни.

5 червня 1947 року отець Климентій був заарештований НКВС в Унівській лаврі за антирадянську пропаганду, співпрацю з Ватиканом. 28 лютого 1948 року, у 79-річному віці, архімандрит був засуджений на 8 років тюремного ув’язнення. Отець Климентій Шептицький помер 1 травня 1951 року у Владимирській в’язниці (Росія). Місце його смерті досі не знайдене.

EU Envoy: Trump Cuba Policy Worries European Companies

The Trump administration’s crackdown on business with Cuba’s communist government is causing unprecedented concern among European companies on the island, according to the European Union’s ambassador.

“There’s enormous worry,” Ambassador Alberto Navarro told The Associated Press.

“There are businesspeople who’ve been here 20, 30 years, who’ve made bets on investing their financial resources in Cuba to stimulate commerce, tourism, international exchange, and many of them tell me that they haven’t lived through a similar situation,” Navarro said in an interview at the EU embassy Tuesday afternoon.

The Trump administration announced last week that it would allow Americans to sue foreign companies whose partnerships with the Cuban government make use of commercial and industrial properties confiscated from Americans in Cuba’s 1959 revolution. The measure also allows suits by the large number of Cubans who fled the island and later became Americans.

The first lawsuits can be filed starting May 2.

Navarro said the European Union will vigorously defend European companies doing business in Cuba in court and before the World Trade Organization.

“I think I have said with great clarity, any country can adopt whatever legislation it wants, and apply the law within its own country, we can criticize whether we like it or not. What that country cannot do is impose its legislation on others,” Navarro said.  “We are the front line of defense in Cuba, and obviously have legitimate interests in Cuba and we want to defend them and protect our citizens and our investors.”

The EU is Cuba’s largest trading partner, with some 2.6 billion euros in annual trade with the island, all but 400 million euros a year in exports from the EU to Cuba.

The Trump administration has imposed a series of recent measures meant to damage the Cuban economy, saying they are meant to prevent Cuba from aiding President Nicolas Maduro’s socialist administration in Venezuela.

«Вартість оформлення документів вперше зросла з 2016 року і за підрахунками експертів таке підвищення збільшить надходження до місцевих бюджетів у 2019 році на близько 200 мільйонів гривень, які буде спрямовано зокрема на виконання програм місцевого значення», – мовиться у повідомленні КМУ.

Нові суми адміністративного збору складатимуть:

при оформленні ID-картки (до 20 робочих днів) – 345 гривень (126 гривень вартість адмінпослуги та 219 гривень вартість бланка), раніше 279 гривень;
при оформленні ID-картки (до 10 робочих днів) – 471 гривень (252 + 219), раніше 366 гривень;
при оформленні закордонного паспорта (до 20 робочих днів) – 682 гривень (352 + 330), раніше 557,32 гривень;
при оформленні закордонного паспорта (до 7 робочих днів та до 3 робочих днів у разі наявності підстав) – 1034 грн (704 + 330), раніше 810,32 гривень.

Jennifer Garner Leads People Magazine’s Beautiful List

Actress, businesswoman and children’s advocate Jennifer Garner is featured on the cover of People magazine’s annual beautiful issue, the magazine said on Tuesday.

People said it chose the 47-year-old “Alias” actress for balancing her career and charitable work with the raising of her three children with ex-husband Ben Affleck.

In addition to film and TV roles, Garner co-founded organic baby food company Once Upon a Farm and works as an ambassador for advocacy group Save the Children.

Garner told People that she never considered herself “one of the pretty girls” when she was growing up in West Virginia. She described her style at the time as “band geek-chic.”

Her current “uniform” more often than not is workout clothes, or jeans, a sweater and sneakers, if she is not dressed up for a red carpet or photo shoot.

When she does get glammed up, Garner said her kids will ask “‘Can you wash your face? Can you put your hair in a ponytail and put your glasses and sweats on?'”

“And I see the compliment in that,” she said. “They just want me to look like Mom.”

People’s beautiful issue will hit newsstands on Friday.

Critics Gush Over Spectacle, Story of ‘Avengers: Endgame’

Film critics unleashed overwhelmingly positive reviews on Tuesday of “Avengers: Endgame,” the highly anticipated final installment in a decade-long superhero story from Walt Disney’s Marvel Studios.

As of Tuesday afternoon, all but one of 56 “Endgame” reviews collected by the Rotten Tomatoes website were rated as positive.

USA Today’s Brian Truitt called the three-hour film “Marvel’s glorious greatest-hits package” with callbacks to previous adventures that will thrill fans who have faithfully followed characters such as Iron Man and Thor.

“It’s also a singular, sprawling and hugely satisfying tale that begins with a brutal, emotional gut punch and takes you on quite the trip with the original Avengers crew,” Truitt said.

Highest-grossing franchise

“Endgame” concludes a story that has unfolded over 21 previous films since 2007 and become the highest-grossing franchise in movie history. It picks up where last year’s “Avengers: Infinity War” left fans hanging when several beloved heroes appeared to turn to dust.

CNN’s Brian Lowry said “Endgame” delivered a worthy finale.

“The filmmakers have sought to reward movie-goers with a spectacle that’s epic in every way,” Lowry said.

“The overall journey not only produces several genuine surprises — no small feat in this context — but plenty of humor, with an assortment of lighter moments to augment the stir ring and, yes, emotional ones,” he added.

A.O. Scott of The New York Times said the movie provided the “sense of an ending,” even though many characters are expected to return in future films, and “a chance to appreciate what has been done before the timelines reset and we all get back to work.”

“We’ve lived with these characters and the actors playing them for more than a decade,” Scott wrote. “For the most part, it’s nice to see them again, and a little sad to say goodbye.”

Box office experts say “Endgame” may break the opening weekend record for ticket sales in the United States and Canada, which now stands at $257.7 million for “Infinity War.”

The vice mayor of the Austrian town where Adolf Hitler was born resigned from his post and the far-right Freedom Party on Tuesday after provoking strong criticism with a poem in which he compared migrants with rats.

Christian Schilcher left the Freedom Party (FPO) to avoid damaging the junior partner in a national coalition with Chancellor Sebastian Kurz’s conservatives, FPO chief Heinz Christian Strache told a news conference in Vienna. 

Schilcher’s poem in a party newspaper was written under his pseudonym “the city rat” and told from the perspective of a rodent.

“Just as we live down here, so must other rats, who as guests or migrants… share with us the way of life! Or (they must) hurry away quickly,” it says.

One verse adds that if two cultures were mixed it was as if they were destroyed.

“Such misconduct is incompatible with the principles of the Freedom Party,” said Strache, who is vice-chancellor in Austria’s coalition government.

Freedom Party members have repeatedly stumbled over Nazi scandals and made headlines in local media for alleged links with the far-right Identitarian movement.

Schilcher’s resignation was “the only logical consequence” after publishing that “horrible and racist poem”, Kurz told news agency APA.
