Volkswagen Suspends Production as Coronavirus Hits Sales 

Volkswagen Group , the world’s biggest carmaker, is suspending production at factories across Europe as the coronavirus pandemic hits sales and disrupts supply chains, the company said on Tuesday.   

The German carmaker, which owns the Audi, Bentley, Bugatti, Ducati, Lamborghini, Porsche, Seat and Skoda brands, also said that uncertainty about the fallout from coronavirus meant it was impossible to give forecasts for its performance this year.   

“Given the present significant deterioration in the sales situation and the heightened uncertainty regarding parts supplies to our plants, production is to be suspended in the near future at factories operated by group brands,” Chief Executive Herbert Diess said on Tuesday.   

Volkswagen’s powerful works council concluded it was not possible for workers to maintain a safe distance from each other to prevent contagion and recommended a suspension of production at its factories from Friday.   

Production will be halted at VW’s Spanish plants, in Setubal in Portugal, Bratislava in Slovakia and at the Lamborghini and Ducati plants in Italy before the end of this week, Diess said.   

Most of its other German and European factories will prepare to suspend production, probably for two to three weeks, while Audi said separately it would halt output at its plants in Belgium, Germany, Hungary and Mexico.   

Volkswagen’s vast factory in Puebla, Mexico, and plants in Brazil and the United States were not affected but that would depend on how the coronavirus spreads, VW said.   

Volkswagen has 124 production sites worldwide of which 72 are in Europe, with 28 in Germany alone.   

“2020 will be a very difficult year. The coronavirus pandemic presents us with unknown operational and financial challenges. At the same time, there are concerns about sustained economic impacts,” Diess said.   

Production in China resumes   

Volkswagen Group sold 10.96 million vehicles last year, putting it ahead of Toyota based on the latest figures from the Japanese carmaker. Globally, VW employs 671,000 people and it delivered 4.86 million vehicles to European customers in 2019.   

Only last month the car and truck maker based in Wolfsburg in Germany predicted that vehicle deliveries this year would match 2019 sales and forecast an operating return on sales in the range of 6.5% to 7.5%.   

“The spread of coronavirus is currently impacting the global economy. It is uncertain how severely or for how long this will also affect the Volkswagen Group. Currently, it is almost impossible to make a reliable forecast,” Chief Financial Officer Frank Witter said.   

Sales in January and February were down about 15% and earnings before interest and taxes in the first three months of the year were expected to at least halve compared with the same period a year earlier, Witter said.   

While VW was preparing to suspend production in Europe, manufacturing has resumed in China, with the exception of plants in Changsha and Urumqi, and the company still plans to boost its operations in the country where the coronavirus first emerged.   

“We are looking at ways in which we can strengthen our position in China,” CEO Diess said. VW has joint ventures with Chinese automakers FAW and SAIC.   

Volkswagen Group also said its operating profit rose 22% to 16.9 billion euros ($18.5 bln) in 2019 thanks to strong sales of higher-margin cars and lower diesel charges, defying an industry downturn that has hurt rivals.   

Earnings were driven by higher profits at its VW, Porsche, Seat and Skoda brands, and a return to profitability for its luxury sportscar brand Bentley.   

Improvements in the mix and price positioning in particular compensated for lower sales of Volkswagen passenger cars, launch costs and the impact of exchange rates, VW said.   

 

 

Four European Nations Curb Stock Trading to Halt Coronavirus Stampede

France, Italy, Spain and Belgium curbed stock market trading on Tuesday, banning short-selling to shield some of Europe’s biggest companies from a sell-off triggered by the coronavirus.   

The move will temporarily halt bets on falling shares at scores of companies from the world’s largest brewer Anheuser-Busch InBev, to Spanish bank Santander and Air France-KLM.

The radical curbs, and calls by some Italian politicians for stock markets to be shut, were in contrast to the United States and Britain, where regulators said they should stay open and no curbs are imposed.   

They also differed from Germany and highlighted the splintered approach of the European Union and its haphazard response to the health pandemic and economic fallout.   

The intervention by some of Europe’s biggest countries, last seen in the wake of the financial crisis, also underscores a growing sense of alarm in Europe’s capitals as they scramble to contain a disease that has shut schools and shops.

In short-selling, traders borrow a company stock with a view to selling it, hoping to buy it back later at a lower price and pocket the difference, a practice that often exacerbates market moves amid panic selling.   

In Italy, Tuesday’s 24-hour short-trading ban applies to its biggest bank UniCredit and car maker Fiat Chrysler Automobiles.   

Italian market regulator Consob is expected to announce on Tuesday a more lasting short-selling ban which it can introduce for up to 90 days, a person familiar with the matter said.   

The ruling 5-star party, part of a governing coalition, had even called for the country’s stock markets to be closed entirely. That, however, has not gained wider political support.
 
“CALM THINGS DOWN”

Asked whether stock markets should be closed, French Finance Minister Bruno Le Maire told RTL radio that other things could be done first, such as banning short selling, describing that as “a first step to calm things down.”   

He said it was important to keep financial markets open so companies can be correctly valued.   

Other countries are hesitant to follow.   

Germany has said it is not planning a ban, while the Dutch financial watchdog said it saw no reason for such a move.   

The splintered response highlights differing views in Europe to financial markets, with Italy and France traditionally more skeptical and interventionist, while Britain, the Netherlands and, to some extent, Germany more liberal.   

The London Stock Exchange declined to comment on a trading suspension for the whole market, but noted it did not suspend trading in previous times of extreme volatility like the financial crisis and the 1987 “Black Monday” rout.   

France is banning short-selling on 92 stocks, the financial markets authority said. Spain imposed a one-month ban that could be extended.   

Such restrictions can wrong-foot hedge funds, who often rely on short selling to turn a profit in a downturn, as well as to counterbalance other bets they have taken.   

In Italy, hedge funds held 84 short positions as of Tuesday compared with 33 in Spain and 20 in Belgium. French regulator the AMF reported 728 notifications of changes to short positions in 2020.   

Bridgewater, the world’s biggest hedge fund, has placed a $15 billion bet against European and British companies although it is not clear whether the firm owns more European stocks than it shorts.   

Under European Union law, national authorities have the power to introduce such bans. They are required to inform the EU umbrella body, the European Securities and Markets Authority.   

Many countries curbed short-selling around the time of the 2008 financial crisis. While such bans can soften the impact of a shock, however, market experts say they only work for a limited time.

UK to Unveil Business Rescue Package as Coronavirus Hammers Economy

Britain will on Tuesday unveil a rescue package for businesses threatened with collapse by the coronavirus outbreak as budget forecasters said the scale of the borrowing needed might resemble the immense debt splurge during World War II.
 

British Prime Minister Boris Johnson, who told people to avoid pubs, clubs, restaurants, cinemas and theaters on Monday, was expected to address the nation alongside finance minister Rishi Sunak later on Tuesday.
 

Sunak last week announced help for business, including some tax suspensions for smaller firms, alongside emergency moves by the Bank of England.
 

But the virtual shutdown of swathes of the economy since then has forced the government – like many other countries around the world – to come up with a new plan.
 

Britain’s independent budget office drew comparisons with World War II.
 

“Now is not a time to be squeamish about public sector debt,” Robert Chote, head of the Office for Budget Responsibility, told lawmakers.
 

“In some ways it’s like a wartime situation,” Chote said. “We ran during the Second World War budget deficits in excess of 20% of GDP five years on the trot and that was the right thing to do.”
 

OBR member Charlie Bean said there was a “very good argument” for the government to act as insurer against coronavirus losses and any attempt to forecast what would happen to the economy in the next year or two was “pie in the sky.”
 

But Bean also said the economic damage from coronavirus should prove to be less than the hit caused by the global financial crisis a decade ago.
 

In his first budget statement to parliament last week, Sunak promised 30 billion pounds ($37 billion) of measures to support public healthcare, affected businesses and provide broader economic stimulus in the face of the coronavirus.
 

On Monday, French President Emmanuel Macron said his government would guarantee 300 billion euros worth of loans, and promised that no French company would be allowed to collapse.
 

Adam Marshall, director general of the British Chambers of Commerce, called for more government action.
 

“Government has got to do more on the upfront costs facing businesses,” he told the BBC.
 

Suspension of tax bills would be the most useful immediate step, he said.
 
 
Businesses hit
 

British companies have already been hit by the crisis. The world’s biggest catering firm, Compass Group, warned that its half-yearly operating profit would be lower than expected.
 

Johnson is under pressure to clarify whether he plans to formally order pubs and theaters to close after telling the public to avoid these businesses.
 

Business owners said the announcement would destroy demand, but unless the government mandated their closure they would be unable to claim on insurance policies.
 

“You can’t tell the nation to avoid ‘pubs and clubs’ and not officially ‘close us’ so that we can claim our insurance. Please help,” said Fraser Carruthers, who co-owns nightclubs, including Mahiki, which was popular with younger members of the royal family.
 

Shares in pub group Marstons were down 28% and Mitchells & Butlers down 16%.
 

New Bank of England Governor Andrew Bailey promised more “prompt action” on Monday, less than a week after an emergency rate cut by the BoE as the scale of the coronavirus hit to the economy became clearer.
 

Investors are watching for another rate cut, possibly before the BoE’s next scheduled announcement on March 26, even though its room for maneuver has been reduced by last week’s action when its benchmark lending rate was cut to 0.25%.

У поліції Полтавської області повідомили, що 16 березня у місті Кременчук до медиків зателефонував 41-річний містянин і повідомив, що був за межами України і підозрює, що міг захворіти на коронавірусну інфекцію.

«Каретою швидкої медичної допомоги чоловік був доставлений до інфекційного відділення місцевої лікарні. Лише там «хворий» молодик повідомив лікарям, що пожартував і про поїздку, і про захворювання. Медики відразу повідомили про інцидент місцеву поліцію», – йдеться в повідомленні.

У поліції вказали, що склали стосовно чоловіка адмінпротокол про «завідомо неправдивий виклик спеціальних служб», відповідна стаття передбачає штраф від трьох до семи неоподатковуваних мінімумів доходів громадян.

What are the White House Coronavirus Guidelines? 

U.S. President Donald Trump’s new coronavirus guidelines for Americans lays out what people should and should not do for the next 15 days, giving strong encouragement to the public to stop most social activities to halt the spread of the pandemic.  

Announcing the new guidelines from his coronavirus task force, the president Monday said people should avoid social gatherings of more than 10 people and should avoid eating in restaurants, taking shopping trips and all discretionary travel. In states where there is community transmission of the virus, the guidelines advise governors to close areas where people congregate, including restaurants, gyms and other venues.   

“With several weeks of focused action, we can turn the corner and turn it quickly,” Trump told reporters at the White House Monday.   

The measures urge people to work or be schooled from home whenever possible and to not visit nursing homes or long-term care facilities unless it is to provide critical assistance. Governors are encouraged to close schools in areas where there is evidence of community transmission of the virus.

Those who are instructed to maintain a normal work schedule are employees who work in critical industries, which include health care services, the pharmaceutical industry and food services. The guidelines say such workers “have a special responsibility” to keep showing up to work, unless they are sick.   

Anyone who is sick must stay home from work and contact their medical provider, according to the guidelines. Parents who have children who are sick must not send them to school, and if any household member is sick, all family members are instructed to stay home.   

The measures call for all older people, as well as all people with a serious underlying health condition, to stay home and away from all other people. Such health conditions include those that weaken the lungs or heart or impair the immune system.   

The advice tells those who are young and healthy that they are still at risk and that their activities can increase the risk for others. 

“It is critical that you do your part to slow the spread of the coronavirus,” the guidelines advise young people. 

In terms of hygiene, the guidelines call on people to wash their hands after touching any frequently used surface or item, to avoid touching the face, to sneeze and cough into a tissue or the elbow, and to frequently disinfect surfaces.  

The United States has recorded about 3,800 infections of coronavirus and at least 70 deaths. 

White House Calls for No Social Gatherings in US of More than 10 People

The White House is recommending people in the United States avoid social gatherings of more than 10 people for at least the next 15 days.

Commenting on the new guidance from his administration’s coronavirus task force, President Donald Trump said Americans should school at home, avoid traveling, and not patronize bars and restaurants.

“As we combat the virus, each and every one of us has a critical role to play in stopping the spread and transmission of the virus,” said the president, leading a nearly one-hour long briefing for reporters.

He denied a nationwide curfew is under consideration.

Asked how long the virus crisis would last, Trump predicted it would be until July or August or possibly longer.

“It could be right in that period of time where … it washes through,” Trump said.

As normal life in the United States quickly came to a halt with mandated closures of businesses beginning in many states, stock prices on Wall Street plunged Monday.  

Despite an extraordinary move taken by the Federal Reserve a day earlier to boost investor confidence, the Dow Jones Industrial on Monday dived 3,000 points to close 13 percent lower — the worst trading day since the start of the coronavirus crisis. 

“The market will be very strong as soon as we get rid of the virus,” Trump replied when told of the closing numbers while he was still at the briefing room lectern.

The Fed, which is America’s central bank, on Sunday made an emergency cut to interest rates, bringing them to near zero, amid deep concern that the coronavirus pandemic will hit corporate revenue globally. Despite the move, Asia markets fell sharply in Monday trading, a harbinger of what would happen hours later on Wall Street.  

Both Trump and the White House economic adviser, Larry Kudlow, acknowledged on Monday the country could be headed into a recession.

“No question about it, we are going to be challenged. I’m not going to label it one thing or another,” Kudlow responded to a question from VOA.

Kudlow added that while first quarter statistics will be fine, the second quarter “could be a very difficult quarter.” 

To help mitigate the impact to the domestic economy, Kudlow revealed the administration is considering offering companies 100 percent expensing to move their factories back from China.

“It’ll help everybody in America,” said Kudlow, who explained Trump has not yet signed off on the proposal.

Trump later in the day also said the government is looking at bailing out domestic airlines suffering severe turbulence from the loss of passengers due to the pandemic.

“We’re going to back the airlines 100 percent. It’s not their fault,” he told reporters.

Trump on Monday spoke with other G-7 leaders to coordinate action in response to COVID-19, the disease caused by the coronavirus.

“It was a very good discussion,” said Trump, describing great camaraderie among the leaders, although he gave no specifics on the outcome.

After the G-7 call, Trump held a similar call with state governors on the same topic.  

The president acknowledged he told the governors that if they are able to acquire needed ventilators and respirators for their hospitals quicker than they can get them from the federal government, they should do that.

The United States has more than 4,100 coronavirus cases in all but one of the 50 states.    

There are 69 deaths reported from the disease in the country.      

The Senate, controlled by the president’s Republican Party, this week is considering a coronavirus relief package.

The legislation, as approved by the Democrat-controlled House, ensures individuals would have access to free coronavirus testing, ensure displaced workers get paid leave and other benefits.

Trump suggested the bill might be made “even better” by Senate Republicans to include sick leave for a larger group of workers. 
 

San Francisco, 6 California Counties on Lockdown

Seven million Californians living in and around San Francisco are being ordered to shelter in place — the most draconian step taken so far to stop the spread of the coronavirus. 

“We know these measures will significantly disrupt people’s day-to-day lives, but they are absolutely necessary,” San Francisco Mayor London Breed said Monday. “This is going to be a defining moment for our city and we all have a responsibility to do our part to protect our neighbors and slow the spread of this virus by staying at home unless it is absolutely essential to go outside.”  

The order affects not only the city of San Francisco, but six surrounding counties in Northern California. 

All stores and businesses will be shuttered except for such essential places as supermarkets and drug stores.

San Francisco Police Chief William Scott says officers will take what he calls a “compassionate common sense approach” toward anyone who starts suffering from cabin fever and has to leave his house. Scott says police will treat a violation as a misdemeanor, but only as an “absolute last resort.” 

The lockdown will remain in force through April 7.  

Other U.S. cities have banned gatherings of more than 250 people, closed schools and restaurants, and canceled a variety of events. But this is the first large municipality to order people off the streets — the same action that has been taken in all of Italy. There have been no reports of any major ill-effects from the lockdown there so far.  

Keeping people as far apart as possible during the pandemic has given birth to the first new global catch phrase of the 2020s: “social distancing” — the practice of keeping people at least 1.8 meters away from each other to avoid spreading the coronavirus.    

The World Health Organization said Monday it welcomes social distancing as a necessity. But WHO chief Tedros Adhanom Ghebreyesus said more importantly, every suspected case must be tested.

“If they test positive, isolate them and find out who they have been in close contact with up to two days before they developed symptoms, and test those people too,” Tedros said.  

U.S. health officials have decried the lack of coronavirus testing kits despite White House assurances that everyone who wants a test would soon be able to get one. 

Meanwhile, many schools around U.S. and other countries are shut down. New York and Los Angeles have ordered movie theaters closed and restaurants are offering only delivery and food to go. 

The Netherlands and Turkey have ordered similar closures, while New Zealand on Monday became the latest country to ban large gatherings of more than 500 people. 

The Vatican announced Pope Francis will hold Easter week services without an audience.   

Argentina, Canada, Colombia and Panama are the latest countries to seal off their borders to foreign visitors. 
 

Canada Closing Borders to Non-Citizens, Americans Exempted

Canadian Prime Minister Justin Trudeau said Monday he will close the country’s borders to anyone not a citizen, an American or a permanent resident and asked all Canadians to say home amid the coronavirus pandemic.

“All Canadians as much as possible should stay home,” Trudeau said said outside his residence, where is self-isolating after his wife tested positive for the virus.

Trudeau said his government based its decisions on science and public health recommendations, but said Americans would exempted despite cases surging in the U.S.

“We recognize that the level of integration of our two economies,” he said.

The U.S. is by far Canada’s largest trading partner — accounting for 75 percent of the country’s exports. Trudeau has spoken to U.S. President Donald Trump in recent days.

Trudeau also said his government will restrict flights to Canada to airports in four major cities. The Canadian government is also mandating air carriers to screen passengers with symptoms of the novel coronavirus out of lines so they don’t board planes home.

He said the country is taking “increasingly aggressive steps” to keep everyone safe.

Spain Adopts Italy-Style Measures to Contain Coronavirus

Spain is suffering Europe’s worst coronavirus contagion after Italy, according to government officials who have declared a “state of alarm” to implement the type of emergency measures instituted in Italy, forcing people to stay indoors even at the risk of economic paralysis. 

According to Spanish health authorities, the number of confirmed coronavirus cases rose past 9,000 on Monday, increasing at a rate of 35% over the weekend when the government issued quarantine orders for all of Spain. 

In Italy, confirmed coronavirus cases by Monday had exceeded 24,000, second only to China where the infection began. The government there has been criticized for not instituting emergency measures earlier than it did.   

“By applying nationwide measures early on we hope to get above the contagion curve,” said Madrid Community Vice President Ignacio Aguado, who administers health programs in Spain’s capital where about half of Spain’s coronavirus cases are concentrated. 

He says the number of fatalities has been reduced through stepped-up testing and emergency care throughout the country, including the requisitioning of private hospitals and mobilizing of military medical teams. Fewer than 350 people were reported to have died in Spain as of Monday, compared to more than 1,800 in Italy.   

But the measures are expected to take a heavy toll on the economy. 

“Calculations of the economic impact are of major proportion” said Prime Minister Pedro Sanchez when he announced the state of emergency on Saturday. As in other countries, the Madrid stock market has seen share values decline by about one-third. 

Tourism – a major source of income which has helped to cushion Spain from previous economic crises – has suffered the heaviest blow as beaches, scenic town centers and all forms of outside entertainment have been declared off limits or banned. 

During the weekend, police vans and drones armed with loudspeakers warned citizens to stay away from beachside promenades and boulevards, while tourists crowded into airports to await repatriation to their respective countries.

The city of Seville is being forced to cancel its annual holy week processions, famous bull fights and horse fairs at a cost of about $500 million – a sum that some fear could bankrupt the southern region of Andalucia.   

Union and business leaders say they fear massive unemployment if the crisis drags on for months.   

Public health officials in Madrid predict that that the epidemic will not peak until April. 

Madrid Mayor Jose Luis Martinez Almeida has blamed the rapid propagation of the virus in Spain’s capital on a March 8 Women’s Day march led by government ministers. City officials had called for the march to be canceled in view of the growing health emergency.  

The wives of Sanchez and of Deputy Prime Minister Pablo Iglesias were found to be infected with the virus after participating the march.   

The entire leadership of the far right VOX party also went into quarantine last week following a rally in the Madrid suburb of Vista Alegre.   

At a press conference Sunday night, the ministers of interior, defense, sanitation and transport – who make up a newly formed emergency cabinet – announced plans to reduce road transport throughout Spain by 85%.   

Their declaration followed complaints from local authorities in eastern and southern coastal regions that Madrid residents were coming to serve their quarantines at their vacation homes.  

Protesting neighbors gathered outside the villa of former prime minister Jose Maria Azanar when he arrived from Madrid at the southern resort of Marbella with his family.

У Чернівецькій обласній адміністрації повідомили, що з кінця лютого на Буковині з підозрою на COVID-19 госпіталізовані 30 людей, у сімох із них отримано негативні результати, як і перший негативний тест в чоловіка, в якого виявили коронавірусну інфекцію 3 березня.

«16 березня отримали перший негативний результат у чернівчанина, котрому діагностували коронавірус 3 березня. Однак говорити, що чоловік одужав, можна буде лише після того, як COVID-19 у нього не підтвердиться двічі поспіль. Аналізи при цьому повинні брати з інтервалом у два дні», – повідомили у пресслужбі Чернівецької ОДА.

В адміністрації зазначили, що станом на 16 березня у Чернівецькій області лабораторно підтверджені 4 випадки COVID-19 (всього по Україні – 5, один у Житомирській області – ред.).

На сьогодні в Україні зафіксовано один летальний випадок через коронавірус.

Голова Державної митної служби Максим Нефьодов назвав «контрабандою тижня» нелегальний вивіз медичних масок, який вперше побив «за популярністю» схему вивозу цигарок.

«Їх (маски – ред.) тепер везуть в схованках, ховають під одягом, називають іншими термінами, просто забивають весь салон машини. За вихідні Нова митниця завадила вивезенню з України майже 130 тисяч медичних масок: на Ягодині зупинили вивіз 20 тисяч масок, схованих в обшивці авто; на Шегинях затримали 28 тисяч масок, якими напакували весь салон авто; на Рава-Руській громадянин Польщі намагався вивезти 11 тисяч масок; в Херсонському аеропорту зупинили вивіз 21 тисячу масок, які могли полетіти в Ізраїль; і знову таки на Ягодині зупинили вивезення 50 тисяч масок в Швейцарію», – написав Нефьодов у фейсбуці.

Нефьодов нагадав, що медичні маски входять до переліку тимчасово обмежених урядом для експорту засобів протиепідемічного призначення.

11 березня Кабінет міністрів тимчасово, до 1 червня 2020 року, обмежив експорт товарів протиепідемічного призначення.

‘Unprecedented’ Lockdown of Manila Expected to Cut Philippine Economic Growth

A lockdown of Metro Manila to contain a coronavirus outbreak in the Philippines will cut national economic growth that depends largely on the flow of people through the 13 million-person capital and its suburbs, analysts say. 

President Rodrigo Duterte ordered last week that the National Capital Region be sealed off from March 15 through April 14. The order came after officials discovered local transmission of the deadly virus that has infected people in 125 countries over the past two months. 

Land, air and sea travel will stop during the lockdown month and anyone entering the metro area for work from its farther-flung suburbs must show proof of employment, according to official documents and people living in Manila.  

The lockdown will set back GDP growth this year by 0.3% to 0.5%, said Jonathan Ravelas, chief market strategist with Banco de Oro UniBank.  

The Southeast Asian country initially forecast by the Asian Development Bank to grow 6% this year depends heavily on consumer spending, which is growing because of job creation on the back of new investments in factories, infrastructure and call centers. Officials hope GDP growth will help ease poverty that afflicts one in five Filipinos. 

Many inbound workers lack company ID cards, sources in Manila say. They say malls are supposed to shutter and erode the income of people who work there. Duterte himself encouraged younger people to stay home. 

“If people can’t get to work, then they can’t get paid,” said Christian de Guzman, vice president and senior credit officer with Moody’s Sovereign Risk Group. “That has a feedback loop into the confidence effect and what it means for consumption.” 

Countries such as China and Italy, which have many more coronavirus cases than the 140 reported by the Philippines as of March 15, also declared mass lockdowns. In most of the world, however, lockdowns apply to communities with sudden or uncontrolled outbreaks.

Nearly 170,000 cases of the virus have been recorded worldwide since it was discovered in China three months ago. 

The “unprecedented” move in Manila will hurt tourism and business meetings by suspending flights over the coming month, de Guzman said. If overseas workers can’t leave the country for jobs abroad, the Philippine economy would miss their remittances from abroad, he added. Those remittances make up 9% of the $356.8 billion economy. 

It’s unclear, he said, whether equipment for Philippine infrastructure projects can get in through Manila over the coming month. 

Officials haven’t made it clear either how the government might compensate people who can’t work or stores that must close, said Maria Ela Atienza, political science professor at the University of the Philippines Diliman. Normally the capital’s giant Robinsons Malls and SM Supermalls do steady business after work and on weekends. 

The degree of damage to economic growth in the Philippines will depend on how well lockdown measures control disease spread, market strategist Ravelas said. 

“I think the government just took a drastic measure because we don’t want to be like South Korea or maybe Iran or Italy,” said Aaron Rabena, research fellow at Asia-Pacific Pathways to Progress Foundation. He plans to work from home. “We can’t be just a country who will just act when the problem is already there, it’s already worse.” 

Socioeconomic Planning Secretary Ernesto Pernia said the lockdown’s economic impact will be “minimal and ephemeral,” as quoted Friday by domestic media outlet GMA News Online. 

The lockdown is raising questions about effectiveness, especially if workers are still allowed to come and go and health workers can’t keep up with new virus cases, Atienza said. National police will find it a challenge to check all roads leading into the capital region, she added. 

“People are scared, because in a way it shows lack of trust in government because our public health system for the past few years has suffered from lack of funding,” Atienza said. “We really are unprepared for pandemics.” 

Over the weekend, people packed bus stations and the airport to get out of Manila before the lockdown started at 12:00 a.m. Sunday, she said. 

Haiti Closes Border with Dominican Republic, Suspends Most Flights

Haiti will close its border with the Dominican Republic as of midnight on Monday, Prime Minister Jouthe Joseph announced Sunday.   

Joseph said an exception is being made for merchandise, which will still be allowed across the border after screening.  He said Dominican officials will test those aboard the vehicles prior to entering Haiti, and Haitian health officials will also test them upon entry.   
 
The move aims to keep the coronavirus, which has sickened 11 people in the neighboring Dominican Republic, out.  So far Haiti has no confirmed cases of the deadly disease. The country’s first suspected case, an unidentified foreign woman who had traveled to one of the countries where the coronavirus has spread, tested negative for the disease.  

“We are asking people to take this pandemic very seriously,” Joseph said. “We are asking for the cooperation of all Haitian citizens as well as foreigners living in Haiti.” 

The prime minister announced that Haiti is also suspending all flights from Europe and Latin America. Flights from the United States are under evaluation, he said.  
 
“We are evaluating fights between Port-au-Prince and New York, Port-au-Prince and Miami, Cape Haitian and Miami, Cape Haitian and Fort Lauderdale,” he said. “We have an agreement with American air transportation officials that all passengers boarding planes for Haiti must be screened for coronavirus.” 
 
He said Public Health officials at the nation’s two international airports – in Port-au-Prince and Cape Haitian  – are already screening passengers for the virus upon arrival. Quarantine facilities have also been set up for passengers who exhibit flu-like symptoms. They will be required to fill out a special form, regarding the disease.  
 
“If you are asked to undergo testing or if you are ordered to be quarantined, we urge you to cooperate.  Don’t be angry, this is being done to protect our country,” he said. 
 
Joseph appealed to avoid traveling outside of the country, unless it’s an emergency. 
 
“We urge all Haitians to avoid all non-essential travel. Do not travel to any foreign country unless it’s urgent that you do so,” Joseph said.  

According to the prime minister, the extra measures to reinforce the country’s land and maritime borders and its airports have been successful in keeping the pandemic out so far.    

In addition to new restrictions affecting civilian travel, the prime minister said the government has cancelled all official travel.  Joseph said any official who wants to travel abroad must first get approval from either President Jovenel Moise, the prime minister or the foreign minister.

«16 березня 2020 року з 00:00 тимчасово зупинити роботу таких об’єктів загального користування незалежно від форми власності та підпорядкування з присутністю більш ніж 10 осіб, розташованих у Одесі, до особливого розпорядження міського голови», – йдеться в повідомленні.

Серед закладів, які призупиняють свою роботу вказані кінотеатри, музеї, дитячі розважальні центри, зоопарки, ТРЦ, будівельні ринки, ресторани і заклади громадського харчування, усі магазини, крім продуктових та аптек.

Власників цих закладів попереджають про «персональну відповідальність за невиконання цього розпорядження».

Раніше схоже рішення з 16 березня анонсував і голова іншого туристичного міста України – Львова.

Ані в Одесі, ані у Львові хворих на коронавірус або людей з підозрою на інфекцію немає.

Biden, Sanders Clash on Best Way to Defeat Trump

The last two major U.S. Democratic presidential candidates – former Vice President Joe Biden and Vermont Sen. Bernie Sanders – clashed Sunday night in a spirited debate on a range of issues as they made their best case to be the party’s nominee to face Republican President Donald Trump in November’s national election.

The two candidates attacked Trump repeatedly, with Biden calling him “an existential threat to the country,” while Sanders declared that Trump is a “pathological liar” overseeing a “corrupt administration.”

Both assailed Trump’s handling of the coronavirus pandemic in the U.S., with Sanders accusing him of “undermining scientists” and Biden faulting the administration for refusing in the early stages of the crisis to import test kits from other countries when the U.S. had the opportunity to do so.

“This is like we are being attacked,” Biden said. “In a war, you do whatever is required to do to take care of your people. Everything you would need to take care of this crisis would be free. It would be paid for by the U.S. taxpayers.”

Biden said he would call in the military to cope with the crisis while Sanders skirted the issue. Instead, Sanders complained about Trump undermining the government’s response by contradicting what government experts and scientists have recommended.

“What we have to do is shut this president up,” he said.

The two also virtually agreed on naming a woman to be their vice presidential running mate. Biden said he definitely would pick a woman and Sanders said “in all likelihood” he would, provided he could find someone who agrees with his progressive policies.

But the two Democrats quarreled with each other on how best to take on Trump, the New York real estate mogul and first-time politician who won an upset victory in 2016 to become the country’s 45th president.

Biden and Sanders often argued over the minutiae of legislation in the U.S. Congress when both were senators and later when Biden served two terms as vice president under former President Barack Obama from 2009-2017.

Sanders called for a political revolution to take on special interests that control health care and energy production in the U.S. Biden promoted less dramatic changes, but ones that also would move American policies significantly to the left philosophically from the Trump administration.

Sanders argued that his plan for a government takeover of health care in the U.S. – he calls it Medicare for All – was a moral imperative so that “everyone will get the care they need.” Biden said his plans for more measured improvements on top of the health care plan adopted under Obama – popularly known as Obamacare – would help more Americans at less cost.

“People are looking for results, not a revolution,” Biden said. “What people want is hope and they need it now, not four years from now.”

Biden at one point cut off Sanders, saying: “With all due respect to Medicare for All, you have a single-payer system in Italy. It doesn’t work there.” Biden was referring to the coronavirus crisis in Italy that is among the worst in Europe. “It has nothing to do with Medicare for All — that would not solve the problem at all. We can take care of that right now by making sure that no one has to pay for treatment period because of the crisis,” he said.

On another issue, Sanders attacked Biden’s support for the 2008 bailout of floundering Wall Street financial giants as the recession worsened more than a decade ago. Biden retorted, “It kept us from going into a depression.”

Sanders also criticized Biden’s support of the 2003 U.S. invasion of Iraq, which Biden now admits was a mistake.

Sanders claimed Biden supported cuts in the country’s cherished Social Security payments to older Americans.

“No, I did not,” Biden responded sharply.

Sunday’s debate had been scheduled before a live audience, just as with a string of previous Democratic encounters. But the spread of the deadly coronavirus forced the two longtime politicians into CNN’s Washington studio for their two-hour debate and there was no audience, in an effort to limit the possibility of exposing even more people to the virus.

Biden in the lead

At the moment, Biden holds a clear edge in the delegate count in the race for the Democratic nomination. The two squared off in what could turn out to be the last debate before the party’s national nominating convention in July.

After a stumbling start in the first three presidential nominating contests in February, Biden has won 16 of the last 21 state elections and is heavily favored in the next four on Tuesday. They are scattered across the U.S., in Florida in the South, Ohio and Illinois in the Midwest, and Arizona in the Southwest.

Biden needs a majority of at least 1,991 delegates at the convention and currently leads Sanders, 809-666. Projections at the fivethirtyeight.com political forecasting site say Biden is likely to add another 200 delegates to that margin in Tuesday’s voting.

The earlier debates have had at least six candidates on stage, often leading to a verbal free-for-all with candidates talking over each other and leaving television viewers at a loss to understand any single individual.

Even with the debate stage narrowed to two candidates, Biden and Sanders frequently interrupted each other.

All of the other Democratic candidates who have dropped out of the presidential race have endorsed Biden as they exited, with the exception of Massachusetts Sen. Elizabeth Warren, who has yet to endorse either Biden or Sanders.

But with Biden now projected to win the party nomination in his third run for the presidency over three decades, Sanders, a self-declared democratic socialist, has sought to make the case that he is best-suited to take on Trump, who at 73 is younger than either Biden, 77, or Sanders, 78.

Biden, known widely for verbal gaffes, in recent campaign appearances mixed up what day the last primary elections were occurring and also was unable to recall key words from the country’s Declaration of Independence that many school-age children could recite.

In recent campaign appearances, the normally verbose Biden has read his speeches off a teleprompter and the addresses have been noticeably shorter to minimize the chance for more verbal missteps.

That, of course, wasn’t possible with Sunday night’s give-and-take with Sanders and Biden standing two meters apart behind podiums. Biden seemed self-assured throughout the debate and assertive in his exchanges with Sanders.

But both said they would support and campaign for the other against Trump, no matter which of them wins the Democratic nomination.

Також Департамент консульської служби МЗС повідомив цієї ночі, що консульські закордонні установи тимчасово припиняють ведення прийому громадян та видачу віз, таке рішення діє вже з 14 березня.

«Інформацію про поновлення роботи буде оприлюднено додатково», – звернулись дипломати.

У Держприкордонслужбі повідомили, що з 00:00 16 березня тимчасово закриваються близько сотні пунктів пропуску (контролю), ще у майже пів сотні пунктів пропуску тимчасово припиняється пішохідне сполучення.

«Продовжать працювати пункти пропуску, в яких більша пропускна спроможність. Їх функціонуватиме достатня кількість на кордоні з кожною сусідньою країною, для оформлення, контролю та перевірки громадян і транспорту в умовах обмеженого міжнародного руху (адже усі сусідні країни вводять свої обмежувальні заходи)», – зауважили прикордонники.

Germany Tries to Stop US From Luring Away Firm Seeking Coronavirus Vaccine

Berlin is trying to stop Washington from persuading a German company seeking a coronavirus vaccine to move its research to the United States, prompting German politicians to insist no country should have a monopoly on any future vaccine.

German government sources told Reuters on Sunday that the U.S. administration was looking into how it could gain access to a potential vaccine being developed by a German firm, CureVac.

Earlier, the Welt am Sonntag German newspaper reported that U.S. President Donald Trump had offered funds to lure CureVac to the United States, and the German government was making counter-offers to tempt it to stay.

There was no comment immediately available from the U.S. embassy in Berlin when contacted by Reuters over the report.

“The German government is very interested in ensuring that vaccines and active substances against the new coronavirus are also developed in Germany and Europe,” a Health Ministry spokeswoman said, confirming a quote in the newspaper.

“In this regard, the government is in intensive exchange with the company CureVac,” she added.

Welt am Sonntag also quoted an unidentified German government source as saying Trump was trying to secure the scientists’ work exclusively, and would do anything to get a vaccine for the United States, “but only for the United States.”

CureVac issued a statement on Sunday, in which it said: “The company rejects current rumors of an acquisition”.

The firm said it was in contact with many organizations and authorities worldwide, but would not comment on speculation and rejected “allegations about offers for acquisition of the company or its technology.”

A German Economy Ministry spokeswoman said Berlin “has a great interest” in producing vaccines in Germany and Europe.

She cited Germany’s foreign trade law, under which Berlin can examine takeover bids from non-EU, so-called third countries “if national or European security interests are at stake”.

EXPERIMENTAL VACCINE

Florian von der Muelbe, CureVac’s chief production officer and co-founder, told Reuters last week the company had started with a multitude of coronavirus vaccine candidates and was now selecting the two best to go into clinical trials.

The privately-held company based in Tuebingen, Germany hopes to have an experimental vaccine ready by June or July to then seek the go-ahead from regulators for testing on humans.

On its website, CureVac said CEO Daniel Menichella early this month met Trump, Vice President Mike Pence, members of the White House Coronavirus Task Force and senior representatives of pharmaceutical and biotech companies to discuss a vaccine.

Karl Lauterbach, a professor of health economics and epidemiology who is also a senior German lawmaker tweeted: “The exclusive sale of a possible vaccine to the USA must be prevented by all means. Capitalism has limits.”

CureVac in 2015 and 2018 secured financial backing for development projects from its investor the Bill & Melinda Gates Foundation, working on shots to prevent malaria and influenza.

In the field of so-called mRNA therapeutics, CureVac competes with U.S. biotech firm Moderna and German rival BioNTech, which Pfizer has identified as a potential collaboration partner.

Drugs based on mRNA provide a type of genetic blueprint that can be injected into the body to instruct cells to produce the desired therapeutic proteins. That contrasts with the conventional approach of making these proteins in labs and bio-reactors.

In the case of vaccines, the mRNA prompts body cells to produce so-called antigens, the tell-tale molecules on the surface of viruses, that spur the immune system into action.

Companies working on other coronavirus-vaccine approaches include Johnson & Johnson and INOVIO Pharmaceuticals, Inc. 

Government Official: Coronavirus Vaccine Trial Starts Monday

A clinical trial evaluating a vaccine designed to protect against the new coronavirus will begin Monday, according to a government official.

The first participant in the trial will receive the experimental vaccine on Monday, the official said, speaking on the condition of anonymity because the trial has not been publicly announced yet. The National Institutes of Health is funding the trial, which is taking place at the Kaiser Permanente Washington Health Research Institute in Seattle, the official said.

Public health officials say it will take a year to 18 months to fully validate any potential vaccine.

Testing will begin with 45 young, healthy volunteers with different doses of shots co-developed by NIH and Moderna Inc. There’s no chance participants could get infected from the shots, because they don’t contain the virus itself. The goal is purely to check that the vaccines show no worrisome side effects, setting the stage for larger tests.

Dozens of research groups around the world are racing to create a vaccine as COVID-19 cases continue to grow. Importantly, they’re pursuing different types of vaccines — shots developed from new technologies that not only are faster to produce than traditional inoculations but might prove more potent. Some researchers even aim for temporary vaccines, such as shots that might guard people’s health a month or two at a time while longer-lasting protection is developed.

For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. The worldwide outbreak has sickened more than 156,000 people and left more than 5,800 dead. The death toll in the United States is more than 50, while infections neared 3,000 across 49 states and the District of Columbia.

The vast majority of people recover. According to the World Health Organization, people with mild illness recover in about two weeks, while those with more severe illness may take three weeks to six weeks to recover.

Mixed Messaging from Trump Administration on Severity of Coronavirus Pandemic

 

U.S. President Donald Trump and other members of his administration are seeking to quell a panicky nation after the shelves at many stores across the country went bare due to hoarding amid the coronavirus pandemic.  

 

Trump, after holding a conference call Sunday with 30 grocery executives, said: “You don’t have to buy so much. Take it easy. Just relax.

The president said, “We have no shortages other than people are buying anywhere from three to five times what they would normally buy. 

 

Trump, unannounced, appeared briefly in the press briefing room with some members of the coronavirus task force but did not take questions.  

 

The coronavirus is “something we have tremendous control of,” Trump said before turning the hour-long briefing over to Vice President Mike Pence, who heads the task force.

Some members of that group on the podium expressed greater caution about the course ahead. 

 

The head of the National Institute of Allergy and Infectious Diseases, Dr. Anthony Fauci, emphasized that “the worst is yet ahead for us” while the president’s health secretary, Alex Azar, warned that the pandemic has the potential to overwhelm the capacity of the American health care system.  

 

The briefing was held as more cities and states ordered restrictions for the sizes of public gatherings.  

 

Governor Gavin Newsom order the closure of all bars and wineries in California, which has the largest population of any state. He also declared that people aged 65 or older enter into home isolation as they are a high-risk group for complications from contracting COVID-19.  

 

The governor of the state of Ohio, Mike DeWine, ordered all restaurants to not seat any customers – take-out and delivery service only.    

 

Boston, the third most populous city in the northeastern United States, declared a public health emergency on Sunday, ordering all bars, restaurants, and nightclubs must reduce to 50% capacity with no lines and they will only be allowed to stay until 11 p.m. until further notice. 

 

The federal government is to issue revised guidance on closing of public places and businesses on Monday.  

 

Asked if there should be nationwide restrictions, as other countries have done, Fauci replied: “To protect the American people we’ll consider anything and everything on the table.

About half of the 50 U.S. states have ordered schools temporarily closed.

Long wait times and panic were seen at airports across the United States as authorities work under new regulations imposed to deal with the spread of the coronavirus.  

 

Those long lines “are unacceptable,” the acting homeland security secretary, Chad Wolf, told White House reporters, explaining that processes have been adjusted at ports of entry and the wait times, as of Sunday, were down to about 30 minutes.  

 

U.S. nationals and permanent residents who are returning from countries that are part of a new travel ban will be required to undergo additional screening and questioning to determine if they can return to their communities, according to the Department of Homeland Security 

 

If not required to seek medical help, they will be sent home and will spend two weeks in self-quarantine.  

 

Foreign nationals living in the U.S. who have traveled to countries on the ban, however, will not be allowed to return in the United States. A DHS official said they would have to travel to a third country, not included in the ban, and wait out the two-week period of self-quarantine before traveling to the United States.  

 

The United States has more than 3,621 confirmed coronavirus cases in all but one of the 50 states.  

 

There are 69 deaths reported from the disease in the country.    

 

The Senate, controlled by the president’s Republican party, on Monday is to consider an emergency aid package which the House, controlled by the Democratic Party, has approved.  

 

The legislation includes funds to support small- and medium-sized businesses faced with increased costs from sick leave, as well as individuals incurring loss of income from quarantines or reduced economic activity.  

 

Central to the president’s emergency measures is the expansion of testing for the coronavirus disease.  

 

The United States has been criticized for its slow roll out of coronavirus test kits, and Trump has pledged to accelerate the testing capacity, including setting up drive-through testing sites.  

 

The White House says 1.9 million testing kits will be available this week and a web site to pre-screen those who will be prioritized for such tests is to be online within days.
