У Дніпрі встановили ймовірне місце розташування загубленої могили Олександра Поля – відомого громадського й культурного діяча, підприємця XIX сторіччя, першого почесного громадянина міста. Про це у вівторок повідомив директор комунального «Етнографічні парки Дніпра» Дмитро Каюк.

Досі місце його поховання вважалось загубленим.

«Могилу втратили, хоч як це парадоксально звучить. За радянських часів, як записано в документах, Поль як поміщик-підприємець нічого корисного для трудящого народу не зробив. Ситуація змінилась наприкінці 80-х років, тоді почались дослідження його персоналії й почали висуватись версії, де він похований», – сказав Дмитро Каюк.

За даними істориків, Олександра Поля було поховано в склепі під Лазарівською церквою. Це – територія колишнього Севастопольського цвинтаря в центральному районі міста (зараз це парк). За радянської влади церкву та цвинтар знищили.

Досі вважалось, що залишки Лазарівської церкви, а відповідно й могили Поля знаходяться під насипним курганом, отож про розкопки не йшлося. Однак дніпровський краєзнавець Артем Костюк провів власне дослідження: наклав німецький аерознімок Люфтваффе від 1944 року на існуючі мапи й визначив, що місце знаходження церкви дещо інше – південніше кургану.

«Той факт, що 1944-го року не було дерев і рослинності, допоміг знайти власне саму церкву. Координати церкви й усіх об’єктів визначені точно, до метра. Знайти останки – лише питання часу», – сказав Артем Костюк.

Розкопки на місці, де, за попередніми даними, перебувають останки Олександра Поля, розпочнуться в травні. Опісля планується низка експертиз, зокрема, антропологічна.

Олександр Поль (1832–1890) – український дослідник-археолог, краєзнавець, підприємець, меценат, активний громадський діяч, 15 років віддав детальному вивченню залізних руд Кривого Рогу і доведенню їхнього промислового значення. У рамках декомунізації його іменем був названий один із проспектів Дніпра.

East Africa’s Huge Locust Outbreak Now Spreads to Congo

The U.N.’s Food and Agriculture Organization says a small group of desert locusts has entered Congo, marking the first time the voracious insects have been seen in the Central African country since 1944.

The agency says the mature locusts, carried in part by the wind, arrived on the western shore of Lake Albert on Friday near the town of Bunia.

The worst locust outbreak that parts of East Africa have seen in 70 years also recently reached South Sudan, a country where roughly half the population already faces hunger after years of civil war.

Kenya, Somalia and Uganda also have been battling the locust swarms, which can reach the size of major cities.

The insects can destroy crops and devastate pasture for animals, and experts have warned that the outbreak is affecting millions of already vulnerable people across the region.

Uganda’s government said Tuesday it was trying to contain a large swarm and will need more resources to control the infestation that has spread to over 20 districts in the north. Soldiers have been battling swarms using hand-held spray pumps, while experts have said aerial spraying is the only effective control.

The U.N. recently raised its aid appeal from $76 million to $138 million, saying the need for more help is urgent. Experts have warned that the number of locusts if unchecked could grow 500 times by June, when drier weather is expected in the region.

A changing climate has contributed to this outbreak as a warming Indian Ocean means more powerful tropical cyclones hitting the region. A cyclone late last year in Somalia brought heavy rains that fed fresh vegetation to fuel the locusts that were carried in by the wind from the Arabian Peninsula.

A new generation of the locusts has been growing up in the Somalia desert in recent weeks, preparing to take flight as the next wave headed toward Kenya, Ethiopia and beyond.

Hillary Clinton: Will Support Sanders if Nominated for Dems

Former U.S. Secretary of State Hillary Clinton has expressed her skepticism about Bernie Sanders but says she will support the Democratic nominee regardless of who it is.

Clinton, who beat Sanders for the Democratic nomination only to lose the 2016 election to President Donald Trump, made waves with comments about Sanders in the new documentary “Hillary” saying “nobody likes him, nobody wants to work with him.”

But in comments at the Berlinale film festival Tuesday where she was promoting the four-hour documentary that will debut on Hulu in March, Clinton said her top priority was unseating Trump.

“I’m going to wait and see who we nominate,” she said. “I will support the nominee, and it won’t surprise you to hear me say that I think that it’s imperative that we retire the incumbent.”

US Wants Afghan President to Postpone Planned Inauguration, Sources Say

The United States wants Afghan President Ashraf Ghani to defer his second-term inauguration over concerns it could inflame an election feud with his political rival and jeopardize U.S.-led peacemaking efforts, two sources familiar with the matter said on Monday.

Ghani claimed victory last week in a disputed Sept. 28 election and plans to take the oath of office on Thursday, an Afghan official said. His opponent, Abdullah Abdullah, Ghani’s former deputy, also proclaimed himself the winner and is planning a parallel inauguration, according to Afghan media reports.

The competing claims, neither of which Washington has recognized, threaten a U.S.-led peace process that got a boost on Saturday with the start of a week-long reduction in violence that is to culminate on Saturday with the signing of a U.S.-Taliban deal on a U.S. troop withdrawal.

The U.S.-Taliban agreement is to be followed by inter-Afghan talks on a political settlement to end decades of war.

But the Ghani-Abdullah feud threatens to further complicate the naming of a delegation to negotiate with the insurgents, a process already mired in delays and disputes.

A source familiar with the matter said that because of those concerns, U.S. Special Representative Zalmay Khalilzad, who has been in Kabul since last week, wants Ghani to delay his planned inauguration to a second five-year term.

The U.S. State Department and White House did not immediately respond to requests for comment. The Afghan Embassy in Washington declined comment.

President Donald Trump has made the withdrawal of the roughly 13,000 U.S. service members from Afghanistan a major foreign policy objective. An agreement with the Taliban to end America’s longest war could boost Trump’s re-election prospects.

A former senior Afghan official said Khalilzad, an Afghan-born veteran U.S. diplomat, was pressing Ghani to postpone the ceremony and trying to persuade Abdullah to do the same to preserve the peace process.

The sources requested anonymity because of the sensitivity of the matter.

Vote-rigging allegations

The former senior Afghan official said that even if there was an “inclusive” delegation chosen to talk with the Taliban, the Ghani-Abdullah feud could “spill into the negotiating process.”

U.S. allies also appeared to share U.S. concerns that the dispute could hamper the peace process, with NATO’s civilian representative to Kabul calling on Monday for “calm, dialogue and compromise by all political leaders.”

Writing on Twitter, Nicholas Kay urged “all parties to prioritize the peace process and national unity. NATO does not support actions by any party that increase tensions or the risk of violence.”

There are about 4,000 non-U.S. NATO troops in Afghanistan. China, which has a border with Afghanistan, said it welcomed a “possible” U.S. Taliban deal.

The official Xinhua news agency quoted Chinese Foreign Ministry spokesman Zhao Lijian as saying that foreign forces should be withdrawn in a way that avoids “a security vacuum, which terrorist organizations may take advantage of.”

The Sept. 28 presidential election vote-counting process was beset by allegations of rigging, technical problems with biometric devices used for voting and other irregularities.

The Independent Election Commission said on Feb. 18 that Ghani had won 50.64% of the vote, while Abdullah was named the runner-up with 39.52%.

Abdullah rejected the results, and said he would name his own Cabinet. Last weekend, he named loyalists as governors to two provinces.

U.S. forces invaded Afghanistan in 2001 to topple the Taliban rulers who provided the sanctuary in which the al Qaeda militant group planned the Sept. 11, 2001, attacks on New York and Washington that killed almost 3,000 people.

The U.S. troops stationed in Afghanistan are part of a U.S-led NATO mission that is training and assisting Afghan forces and carrying out counterterrorism operations to prop up the Kabul government and prevent an al Qaeda resurgence.

Coronavirus Appears in Afghanistan

The Afghanistan health ministry has confirmed the country’s first coronavirus case. Government Health Officials say the victim is from Herat and has recently travelled to Afghanistan from Iran. The ministry announced a state of emergency in Herat Province. VOA’s Khalil Noorzai and Hikmat Sorosh have contributed to this report narrated by Bezhan Hamdard. 

Confirmed Coronavirus Cases Surpasse 200 in Italy

The death toll in Italy from the coronavirus outbreak stands at seven with more than 200 cases confirmed. At least 10 towns in the north are in lockdown mode and the army is ensuring no one enters of leaves them during a quarantine period.

Italian authorities are working around the clock putting in place unprecedented measures in an effort to curb the surge in coronavirus cases. In at least six regions in Italy’s industrial north, schools and universities are closed. People have been told to stay away from their offices and remain indoors as much as possible.

Theaters and museums have also been closed as have bars and discos. Venice carnival events have been cut short for the first time ever.

Authorities have banned all demonstrations and public gatherings, including sporting events and church services as Italy deals with the biggest outbreak in Europe. The head of Italy’s civil defense department, Andrea Borrelli, said authorities were surprised by how fast the virus has spread. He said a plan is in place to house people who have contracted the virus and for those in quarantine.

Borrelli says thousands of beds are available throughout the national territory and that army barracks and hotels have been made available. He also says extra food and medical supplies will be taken to the towns in lockdown in northern Italy.

Italian Prime Minister Giuseppe Conte says residents in affected towns could face weeks in lockdown.

In Milan over the weekend, many residents raided supermarkets, leaving empty shelves, fearing they would not be able to go to the shops. The Lombardy region is Italy’s hardest hit region and streets are deserted. Many people have been told to stay home and work from there. Those who venture out have been wearing surgical masks. One vendor outside a Milan railway station said he was selling the masks for $11 each.

University students in affected areas were unable to sit for their exams.

This student says she had three exams this week and all of them have been canceled. The student says she does not know when she will be able to take them.

According to the student, the Milan mayor said for the moment, colleges will be closed for a week but that this closure could be extended to a fortnight or more.

Italians have been told to avoid traveling to affected areas. At the airports, passengers are being checked for symptoms of the virus with heat sensors. Some regional train lines have canceled service, but fast trains between the major cities are still operating normally.

Some Signs of Panic as Coronavirus Appears to Spread from Iran to Neighboring States

Iran’s health ministry says 60 people have been infected by the coronavirus and that 12 people have died, so far, with the holy city of Qom being the hardest hit part of the country. Panic over the virus appears to be spreading to Iran’s neighbors, as well, with cases being reported in Iraq, Kuwait, Bahrain and Lebanon.

Iran’s health ministry spokesman told journalists Monday that authorities are taking strict measures to control the spread of the coronavirus. He also defended a decision not to place the Shi’ite holy city of Qom under quarantine, saying that doing so would have scared people and caused many to flee to other parts of the country, further spreading the virus.

The spokesman went on to say that 60 people have been infected by the coronavirus across Iran, with 12 people succumbing to it. He said claims on social media of higher casualty figures were false.

Amateur video on social media showed workers spraying subway cars in the Tehran metro to prevent the spread of the virus. Other video showed workers spraying Iranian passenger jets and city buses as well. State television reported that President Hassan Rouhani would preside over a crisis committee to oversee handling of the virus.

In neighboring Iraq, some panic was reported after an Iranian student in the holy city of Najaf came down with the virus. Iraqi officials told Arab media that a handful of suspected caseswere taken to Baghdad’s Euphrates Hospital.

Iraqi media showed protesters trying to block the Mahran border crossing from Iran. Several protesters criticized the country’s interior minister for allegedly refusing to stop Iranians from entering the country. VOA could not independently confirm the claim.

Amateur video broadcast by Arab media showed visitors from Iran being held in quarantine at a hotel in the city of Kut, near the Mahran border crossing. One man could be heard saying that armed men were posted outside the hotel.

Arab media say three coronavirus cases have been reported in Kuwait, which is refusing to allow ships from either Iraq or Iran to dock. Another case was reported in nearby Bahrain. Both Qatar and Bahrain say they are monitoring arriving passengers from countries hardest hit by the virus.

Here in Egypt, state media report that one patient who came down with the virus in the coastal town of Marsa Matrouah “has now recovered.” In Lebanon, a passenger arriving from Iran came down with the virus several days ago. Meanwhile, officials at Beirut Airport reportedly forced passengers on a plane arriving from Tehran Monday to disembark far away from the terminal.

Actor Jussie Smollett Pleads Not Guilty to Restored Charges

Former “Empire” actor Jussie Smollett pleaded not guilty Monday to restored charges that accuse him of staging a racist, homophobic attack against himself last year in Chicago and then falsely reporting to that the phony attack was real.   

A somber looking Smollett, 37, entered a Cook County courthouse wearing sunglasses and sporting a beard, flanked by his legal teams and surrounded by reporters.
    
His lawyer, Tina Glandian, entered the not guilty pleas on his behalf to six counts of felony disorderly conduct. She also told Judge James B. Linn that she has asked the Illinois Supreme Court to halt the case.    

Smollett pleaded not guilty to 16 counts of the charge in the same courthouse last year, just weeks before the Cook County State’s Attorney Kim Foxx’s office abruptly announced it was dismissing the case, angering police and City Hall.
    
Special Prosecutor Dan Webb, a former U.S. attorney who was appointed to examine the state’s attorney’s office’s handling of the case, represented the state. Foxx’s office is not involved in the new case against Smollett.
    
Smollett has repeatedly denied police allegations that he staged the attack to get attention and further his career.
    
Defendants typically enter not guilty pleas during initial hearings before the trial judge, who sets bond amounts that defendants must post to secure their release. Attorneys often arrange for defendants to post bond at the clerk’s office rather than be taken into custody.
    
Smollett, who is black and gay, told police that two masked men attacked him as he was walking home in the early hours of Jan. 29, 2019. He said they made racist and homophobic insults, beat him and looped a noose around his neck before fleeing, and that at least one of his attackers was a white man who told him he was in “MAGA country,” a reference to President Donald Trump’s campaign slogan, “Make America Great Again.”
    
Weeks later,  police alleged  that Smollett had paid two black friends to help stage the attack.
    
Among those in court to observed Monday’s proceedings were the brothers who say they were hired by Smollett to participate in the staged attack, Abimbola “Abel” Osundairo and Olabinjo “Ola” Osundairo. If Smollett’s case makes it to trial, they would be the state’s star witnesses.
    
Smollett has maintained his innocence, telling reporters after the charges were dropped last year that, “I would not be my mother’s son if I was capable of one drop of what I was accused of.”
    
His attorney, Glandian, questioned the integrity of special prosecutor’s investigation after the new charges were announced this month, pointing out that Webb’s probe relied on the same detectives who were part of the original investigation despite pending civil claims that Smollett is pursuing against the city and police for malicious prosecution.
    
Foxx’s handling of the case, meanwhile, has become a key issue in her bid for re-election, with her opponents accusing her of having acted haphazardly and indecisively.

Голова Державної прикордонної служби Сергій Дейнеко заявив про намір відмовляти у в’їзді на територію України іноземцям, які відмовилися проходити обстеження на кордоні, а також обіцяв зробити «публічною» таку відмову для українських громадян.

«Якщо людина відмовиться пройти обстеження – ми зробимо це публічно. Зробимо стрім, доведемо до суспільства, і нехай за межами пункту пропуску зустрічають (таку людину – ред.) наші активні громадяни, забирають і самі відвозять, куди хочуть», – заявив він під час брифінгу спільно з МОЗ щодо ситуації з новим коронавірусом.

Таку позицію голови ДПСУ поки що інші служби не коментували.

Як зазначив Дейнеко, з вечора 24 лютого пасажирам, що прибувають до аеропортів «Бориспіль» і «Жуляни» регулярними рейсами з Італії, будуть міряти температуру.

Також, за його словами, Держприкордонслужба з 8:00 25 лютого запроваджує перевірку температури тіла пасажирів з Італії в автомобільному пункті пропуску «Тиса» в Закарпатській області.

За даними Центру системних досліджень при Університеті Джона Гопкінса, у світі зареєстрували понад 79 тисяч випадків коронавірусу COVID-19. Через хворобу померли 2 619 людей. При цьому понад 25 тисяч людей уже одужали.

 

Миколі Семені, що виїхав з анексованого Криму, надали тимчасове житло – Денісова

Уповноважена з прав людини Верховної Ради Людмила Денісова повідомила про надання українському журналісту Миколі Семені, що нещодавно виїхав із анексованого Криму, тимчасового житла.

«Тому Микола найближчим часом зможе повернутись до своєї професійної діяльності, адже йому є що розповісти українцям – про весь жах того режиму, який зараз панує на території тимчасово окупованого Криму», – написала вона у фейсбуці.

22 вересня 2017 року в Сімферополі підконтрольний Кремлю Залізничний районний суд засудив Миколу Семену до двох із половиною років умовно з випробувальним терміном на три роки і забороною займатися публічною діяльністю.

Його звинувачували в «закликах до порушення територіальної цілісності Росії».

У грудні підконтрольний Кремлю Верховний суд Криму частково пом’якшив вирок Семені в частині додаткового покарання, скоротивши термін заборони публічної діяльності до двох років.

Журналіст стверджує, що в своїх матеріалах він реалізовував право на «вільне вираження думки».

28 січня 2020 року Микола Семена отримав постанову від підконтрольного Росії Залізничного районного суду Сімферополя про дострокове припинення випробувального терміну і зняття з нього судимості.

18 лютого журналіст виїхав з Криму на материкову частину України. Він не планує повертатися на анексований півострів. Наступного дня Семену зустріли на вокзалі в Києві. Він лікуватиметься в «​Державній науковій установі «Науково-практичний центр профілактичної та клінічної медицини»​ Державного управління справами.

За останні роки у 69-річного журналіста почалися проблеми зі здоров’ям. Ще на етапі судових розглядів з’ясувалося, що у нього серйозні проблеми із серцем та хребтом. Отримати належне лікування в Криму він не міг, оскільки там немає профільних кваліфікованих фахівців. Лікувати його погодилися фахівці Київського інституту нейрохірургії, але російські слідчі відмовили Миколі Семені у можливості лікування там. Від запропонованої йому альтернативи у московських клініках журналіст відмовився.

У МОЗ розповіли про готовність лікарень до ймовірного спалаху коронавірусу в Україні

Заступник міністра охорони здоров’я Віктор Ляшко повідомив про готовність українських лікарень приймати пацієнтів у випадку підтвердження у них коронавірусної інфекції.

«Ми маємо сьогодні близько 12 тисяч ліжок в інфекційних стаціонарах, близько двох тисяч лікарів-інфекціоністів, біля 5 тисяч середнього медичного персоналу, який працює в інфекційних лікарнях. Ми маємо також інфекційні бокси – із розумінням того, що інфекційні бокси застосовуються тільки на початкових стадіях розвитку спалаху. У подальшому утримання хворих в інфекційних боксах недоцільно», – зазначив він.

За словами Ляшка, серед усіх зафіксованих у світі інфікованих новим коронавірусом людей тільки до 20% тяжко переживають перебіг хвороби, і 3% – потребують реанімаційних заходів.

«Сьогодні в Україні є можливість надавати таку допомогу у відділеннях інтенсивної терапії, у реанімаційних відділеннях», – сказав він.

Також Віктор Ляшко поінформував, що станом на ранок сьогоднішного дня евакуйовані з Китаю люди, яких ізолювали у Нових Санжарах на Полтавщині, жодних симптомів захворювання не демонструють.

Загалом, за даними МОЗ від 24 лютого, в Україні не зафіксували жодного лабораторно підтвердженого випадку коронавірусу COVID-19.

Станом на сьогодні коронавірус зареєстрували в Китаї та ще 29 країнах світу. Зокрема, у Німеччині – 16, Франції – 12, Великій Британії – 9, Італії – 157, Росії та Іспанії – по два, Фінляндії, Швеції та Бельгії – по одному.

2019-nCov (COVID-19) належить до великої групи коронавірусів. У деяких випадках перебіг хвороби – легкий, в деяких – із симптомами застуди і грипу, зокрема з високою температурою і кашлем, у більш складних випадках спостерігається задишка. Це може перерости в пневмонію, яка може бути смертельною. Більшість хворих, однак, видужують.

Vietnam Sharply Divided on Coronavirus School Closures

Vietnam is sharply divided on how long to close schools because of the coronavirus, which has prevented parents from going to work and threatens further economic damage. Supporters want to keep students at home until April, while opponents say the panic is overblown.

The biggest population is in Ho Chi Minh City, where government leaders have proposed extending the public school closures all through March and then continuing the semester into what would usually be a summer break. The city leaders also recommended making this a nation-wide policy.

Le Thanh Liem, Vice Chair of the People’s Committee of Ho Chi Minh City, tasked the city education department with keeping the disease from reaching the schools.

The department will “strictly and fully implement measures to prevent and treat the new coronavirus, preventing the spread of an epidemic in the school environment,” he wrote in an official letter.

Those who agree with the government decision see the coronavirus as a collective action problem, requiring people to keep physical contact at a minimum. Pham Khanh said it is better to be safe than sorry.

“I decided on my own to take my children out of school,” she said. “There is a long incubation period, I will wait two weeks before I do anything.”

She was referring to the two weeks when doctors believe that people, if they have the coronavirus, would show symptoms.

While parents are keeping their children at home, another kind of school is catching on: online classes. After some initial excitement, with foreign governments from the U.S. to Britain promoting e-learning in Vietnam, the trend stalled for years, because of regulatory hurdles and lack of internet access.

“E-learning deployment within the academic system in Vietnam has not really taken off, mostly due to the over-focus on hardware and remaining confusion between digitization of educational contents and online education,” Alice Pham wrote in a 2018 report for the Consumer Unity & Trust Society think tank.

However the coronavirus may be a factor that finally drives e-learning into the mainstream in Vietnam. This month students are increasingly doing homework that their schools send to them over the internet, as well as turning to startup companies such as Yola, Topica, and Mindx, which let Vietnamese learn through smartphone apps or web videos.

Supporters say Vietnam should see the school closures as an opportunity for children to get some experience as self-directed learners, through online lessons.’

“Definitely in Vietnam this model needs to spread as soon as possible,” writer Nguyen Hong wrote in a commentary for the Thanh Nien newspaper.

Besides the benefit to education technology companies, the coronavirus has meant a windfall for some other companies as well. Foreign buyers such as Nintendo and Apple that are struggling to source from China are increasingly turning to suppliers in Vietnam to make their products.

However most companies, and households, are waiting for a return to normal.

After the Lunar New Year holiday ended in late January, most Vietnamese welcomed the school closures as a logical precaution against the coronavirus. However as the weeks drag on, parents now struggle with what to do with their school age children.

Le Hang, a 40-year-old mother, decided to take her children to the hair salon where she works. 

“When there aren’t many customers, I run over to feed and take care of the children,” she said.

However the most vulnerable, such as factory workers, are those who can’t afford babysitters, aren’t allowed to bring children to work, and can’t afford the lost income of skipping work. Some send the children to stay with neighbors or relatives, while others consider the latch-key life.

Nguyen Viet, a tour guide, doesn’t know what to do with his daughter.  “The unexpected break is too much to bear for us,” he told newspaper Vnexpress.

What’s more, some believe the extended school closures are an overreach. Vietnam has had more than a dozen coronavirus cases and no fatalities. Most of the over 2,000 people who died were in China, and most of them were senior citizens or in poor health already. By comparison there have been more than 16,000  flu associated  deaths  reported in the United States  so far this flu season according to estimates of the U.S. based Centers for Disease Control.   “I believe that with the solutions currently being applied, children will be safe at school,” said Le Kien, a father in Hanoi.  

China, Southeast Asia Set Aside Mistrust to Fight Deadly Virus

China and 10 Southeast Asian countries are linking up to fight a deadly coronavirus outbreak that’s threatening tourism and trade ties.

The Association of Southeast Asian Nations (ASEAN), a negotiating bloc with members that dispute Chinese maritime sovereignty claims and worry about the pace of Chinese investment abroad, signed a healthcare resolution with China February 20. The two sides agreed to accelerate information exchanges, combat any fake virus-related news and support small businesses that are hobbled by the outbreak.

China and ASEAN are “major tourist destinations” for each other with annual travel exceeding 65 million visits, the bloc said in a statement. China is also ASEAN’s largest trading partner. ASEAN is the second largest trading partner of China. 

“This is a good occasion to promote solidarity among countries in the region,” said Eduardo Araral, associate professor at the National University of Singapore’s public policy school. 

“It’s unfortunate that it would have to take a virus to bring ASEAN and China together,” he said, but “that’s a good pause for the politics as usual in the region.”

The coronavirus discovered in December in the central Chinese city Wuhan is spreading world wide.

China is the hardest hit, but ASEAN nations report smaller caseloads, especially in Singapore. The outbreak has led to the cancellation of thousands of flights, flattening tourism in parts of Southeast Asia that depend on foreign travel. Work stoppages in China this month also weakened Chinese manufacturing supply links in Southeast Asia.

Action plan

Foreign ministers from China and the Southeast Asian countries resolved at the February 20 meeting in Laos to step up sharing of information and best practices “in a timely manner” while pressing for common people to get accurate information rather than “fake news,” the parties said in a statement.  

Any discovery in treating the disease, formally called COVID-19, should be shared, the statement adds. “If anything, I think Singapore of course with its medical advances and so on would be in a better position, but of course Singapore itself is also afflicted with the outbreak,” said Oh Ei Sun, senior fellow with the Singapore Institute of International Affairs.  

They further agreed to rely more on cross-border training to stop any new disease threats. Small companies hurt by business losses caused by the outbreak will get ASEAN-China help in doing internet promotions, the resolution says. People are going out less often than usual in much of Asia to avoid catching the disease but still place orders online.

ASEAN and China will add a third formal health forum to their meeting calendar this year in view of the outbreak, the statement says.  

“Hopefully there’s a practical lesson to be learned, which is that China and ASEAN can work out some solutions on communication, control, quarantine standards for the next virus erupts…whatever it is,” Araral said.

Dependent but not unified

The ASEAN region that covers a total population of about 630 million depends on tourism from China, with countries such as Vietnam reporting steady increases in arrivals over the past few years. China exports electronics to Southeast Asia, where foreign-invested factories buy Chinese raw materials and send finished products back to the Chinese market.

Malaysia, to name just one example, is keen to “restore” its tourism industry, said Oh, a Malaysian national. From January to September 2019, China was Malaysia’s third biggest source of foreign tourists with 2.41 million arrivals after Singapore and Indonesia, the New Straits Times website says.  

Before the outbreak, encounters between China and ASEAN this year were expected to be tense.

Vietnam is current chair of the bloc  and leaders in Hanoi particularly resent Beijing’s maritime expansion.

ASEAN is pressing China for a joint code of conduct that would help prevent mishaps in the South China Sea where Beijing’s occupation of contested islets riles association members Vietnam, Brunei, Malaysia and the Philippines. Those four countries have long disputed China’s maritime claims. China had resisted the code before a fresh agreement in 2017 to keep talking.

In Malaysia, the Philippines and Myanmar, people worry separately whether Chinese infrastructure investment will land their countries in debt or force them to accept workers from China instead of employing locals. “

I think China also wants to be seen as cooperative and they want to come out to ASEAN that they can cope and they will recover,” said Termsak Chalermpalanupap, a fellow with the ISEAS Yusof Ishak Institute in Singapore.

Joint work with China could pull Southeast Asian countries together too, Chalermpalanupap added. Although the regional economy is suffering, he said, countries within ASEAN “have different responses” to the virus, which “makes us look not so nice.”

Association member Cambodia, for example, saw its prime minister travel to Beijing February 5 to appeal for economic support. In contrast, on January 31 Singapore banned travel from China.

Israeli Jets Fire at Islamic Jihad Targets in Gaza and Damascus

Israel’s military says its warplanes struck Islamic Jihad targets in Palestinian-ruled Gaza and near Damascus in Syria after a barrage of rocket fire into Israel from Gaza Sunday.

Islamic Jihad claimed responsibility for the rocket attacks. The group was infuriated by images of the body of a Palestinian militant dangling from an Israeli military bulldozer. Israeli soldiers shot the militant as he tried to plant a bomb along the Israeli-Gaza border fence.

The bulldozer crossed into Gaza to move the body.

Israel says at least 20 rockets were fired from Gaza, causing no damage or injuries. Israel’s Iron Dome defense system stopped most of the rockets.

Israel retaliated with airstrikes on Islamic Jihad targets in Gaza and an Islamic Jihad facility near Damascus.

Palestinian medical officials say four were wounded in Gaza. Syria says most of the Israeli missiles were intercepted and has so far not reported any injuries or damage.

Barbara ‘B.’ Smith, Model Turned Lifestyle Guru, Dead at 70

Barbara “B.” Smith, one of the nation’s top black models who went on to open restaurants, launch a successful home products line and write cookbooks, has died at her Long Island home at age 70 after battling early onset Alzheimer’s disease.

Smith’s family announced on social media that she died Saturday evening.

“Heaven is shining even brighter now that it is graced with B.’s dazzling and unforgettable smile,” Smith’s husband Dan Gasby said on Facebook.

Smith’s eponymous Manhattan restaurant opened in 1986 and attracted a following among affluent black New Yorkers, The New York Times recalled. Essence magazine described it as the place “where the who’s who of black Manhattan meet, greet and eat regularly.”

Smith wrote three cookbooks, founded three successful restaurants and launched a nationally syndicated television show and a magazine. Her successful home products line was the first from a black woman to be sold at a nationwide retailer when it debuted in 2001 at Bed Bath & Beyond.

In 1976, she became the second black model to be on the cover of Mademoiselle magazine, after Joli Jones in 1969.

“You epitomized class, true beauty and dignity. Rest well Queen,” actress Viola Davis wrote on Twitter.

Smith was diagnosed with early onset Alzheimer’s disease in 2013. She and Gasby raised awareness of the disease, and particularly its impacts on the African-American community, following her diagnosis.

Some described Smith as a “black Martha Stewart,” a comparison she said she didn’t mind though she believed the two lifestyle mavens were quite different.

“Martha Stewart has presented herself doing the things domestics and African Americans have done for years,” she said in a 1997 interview with New York magazine. “We were always expected to redo the chairs and use everything in the garden. This is the legacy that I was left. Martha just got there first.”

In the same interview, Gasby said, “Martha is perfection and Barbara is passion.”

Smith began suffering from memory problems years before her diagnosis. She once froze for several seconds while being interviewed on the “Today Show,” prompting a doctor’s visit that led to her diagnosis. A few months later, she was missing in New York City for a day.

In 2018, Gasby revealed that he was in a relationship with another woman while caring for his ailing wife, leading to harsh criticism from some of her fans. He fired back at critics with a Facebook post about the pain of living with Alzheimer’s in the family. “I love my wife but I can’t let her take away my life,” he wrote.

The couple co-authored a book, “Before I Forget: Love, Hope, Help, and Acceptance in Our fight Against Alzheimer’s,” and have partnered with the Brain Health Registry.

Smith, a native of Pennsylvania, began her career as a fashion model in Pittsburgh and went on to serve as a spokeswoman for Verizon, Colgate, Palmolive Oxy and McCormick’s Lawry seasonings. She hosted the nationally syndicated television show “B. Smith with Style” for nearly a decade, which aired on NBC stations.

Smith is survived by Gasby, whom she married in 1992, and her stepdaughter Dana Gasby.

UN Study: 1 of Every 3 Venezuelans is Facing Hunger

One of every three people in Venezuela is struggling to put enough food on the table to meet minimum nutrition requirements as the nation’s severe economic contraction and political upheaval persists, according to a study published Sunday by the U.N. World Food Program.

A nationwide survey based on data from 8,375 questionnaires reveals a startling picture of the large number of Venezuelans surviving off a diet consisting largely of tubers and beans as hyperinflation renders many salaries worthless.

A total of 9.3 million people – roughly one-third of the population – are moderately or severely food insecure, said the World Food Program’s study, which was conducted at the invitation of the Venezuelan government. Food insecurity is defined as an individual being unable to meet basic dietary needs.

The study describes food insecurity as a nationwide concern, though certain states like Delta Amacuro, Amazonas and Falcon had especially high levels. Even in more prosperous regions, one in five people are estimated to be food insecure.

“The reality of this report shows the gravity of the social, economic and political crisis in our country,” said Miguel Pizarro, a Venezuelan opposition leader.

Venezuelan President Nicolás Maduro has been largely reluctant in recent years to invite international organizations to provide assessments of the nation’s humanitarian ordeal, though the World Food Program said it was granted “full independence” and collected data throughout the country “without any impediment or obstruction.”

“WFP looks forward to a continuation of its dialogue with the Venezuelan government and discussions that will focus on the way forward to provide assistance for those who are food insecure,” the agency said in a statement.

There was no immediate response to the findings by Maduro’s government.

The survey found that 74% of families have adopted “food-related coping strategies,” such as reducing the variety and quality of food they eat. Sixty percent of households reported cutting portion sizes in meals, 33% said they had accepted food as payment for work and 20% reported selling family assets to cover basic needs.

The issue appears to be one that is less about the availability of food and more about the difficulty in obtaining it. Seven in 10 reported that food could always be found but said it is difficult to purchase because of high prices. Thirty-seven percent reported they had lost their job or business as a result of Venezuela’s severe economic contraction.

Venezuela has been in the throes of a political and humanitarian crisis that has led over 4.5 million people to flee in recent years. Maduro has managed to keep his grip on power despite a push by opposition leader Juan Guaidó to remove him from office and mounting U.S. sanctions.

Maduro frequently blames the Trump administration for his nation’s woes, and his government has urged the International Criminal Court to open an investigation, alleging that the financial sanctions are causing suffering and even death. The nation’s struggles to feed citizens and provide adequate medical care predate U.S. sanctions on the Venezuelan government.

In addition to food, the survey also looked at interruptions in access to electricity and water, finding that four in 10 households experience daily power cuts. Four in 10 also reported recurrent interruptions in water service, further complicating daily life.

Noting that the survey was done in July through September, Carolina Fernández, a Venezuelan rights advocate who works with vulnerable women, said she believes the situation has deteriorated even more. While it was once possible for many families to survive off remittances sent by relatives abroad, she said, that has become more difficult as much of the economy is dollarized and prices rise.

“Now it’s not enough to have one person living abroad,” she said.

Fernández said food insecurity is likely to have an enduring impact on a generation of young Venezuelans going hungry during formative years.

“We’re talking about children who are going to have long-term problems because they’re not eating adequately,” she said.

Those who are going hungry include people like Yonni Gutiérrez, 56, who was standing outside a restaurant that sells roasted chickens in Caracas on Sunday.

The unemployed man approached the restaurant’s front door whenever a customer left with a bag of food, hoping they might share something. He said he previously had been able to scrape by helping unload trucks at a market, but the business that employed him closed.

“Sometimes, with a little luck, I get something good,” he said of his restaurant stakeout.

Togo President Gnassingbe Wins re-election in Landslide: Preliminary Results

Togo’s President Faure Gnassingbe has won re-election with 72% of the vote, according to preliminary results from the electoral commission on Monday, extending his 15-year rule and a family dynasty that began when his father took power in a 1967 coup.

Despite widespread disaffection and protests calling for him to step down, a fractured opposition has struggled to launch a converted campaign to unseat Gnassingbe in the small West African country of 8 million people.

Захід був присвячений 6-й річниці анексії півострова.

«Вже 6 років наші співвітчизники перебувають у дуже скрутному становищі – вони не мають можливості дотримуватися своїх звичаїв, вільно сповідувати свою віру, вчитися на своїй мові. Зараз кримські татари, які живуть в Криму, піддаються гонінням через свою національність і релігії», – йдеться в повідомленні.

На мітингу були присутні представники кримськотатарських товариств, інших тюркських товариств і Українського культурного товариства.

Учасники тримали плакати з написами: «Вчора Сталін, сьогодні Путін», «Зупини злочин Кремля, поверни вкрадене», «Кримські татари не здадуться».

Минулого року в столиці Туреччини Анкарі 2 березня пройшов мітинг, приурочений до 5-річчя анексії Криму.

Міжнародні організації визнали окупацію та анексію Криму незаконними і засудили дії Росії. Країни Заходу запровадили економічні санкції. Росія заперечує анексію півострова та називає це «відновленням історичної справедливості». Верховна Рада України офіційно оголосила датою початку тимчасової окупації Криму і Севастополя Росією 20 лютого 2014 року.
